In 2002,drug trafficking was first found in Yunnan Province.Subsequently,drug-related criminal activities carried out by means of delivery channels occur frequently all over the country,and show a trend of annual spread.In fact,the delivery channel drug trafficking is only an upgraded version of the traditional drug trafficking,which is a new challenge to the anti drug work brought by the rapid development of the delivery industry.At present,the problem of drug trafficking through delivery channels is becoming more and more prominent,and the number of cases is increasing year by year.As a whole,there has been a "tripartite confrontation" of smuggling,trafficking and transportation of drugs through delivery channels.The drug trafficking activities in the delivery channels have the following characteristics: first,drug trafficking is closely combined with network activities,and the criminal process is hidden and complex;second,the cost of drug transportation is reduced,the quantity of drug transportation is increased,and the cost of drug transaction is reduced;third,the criminal elements of drug trafficking are separated,and the risk of drug transaction is reduced.If we don't take strong countermeasures,the following development trends may appear in the future: the situation of drug trafficking will become increasingly serious,the concealment of drug trafficking will continue to increase,the drug trafficking in the delivery channel will develop in the direction of flow,and the impact of international drug trafficking in the delivery channel will continue to deepen.At present,the situation of drug trafficking in delivery channels is very serious,but the effect of public security organs to combat such criminal activities is not ideal.In the practice of drug law enforcement,investigators face many difficulties in investigating such cases: firstly,the lack of clues leads to the difficulty of obtaining information;secondly,there are many long lines at the crime scene,which makes it easy to destroy and lose criminal evidence,which makes it difficult to obtain evidence;thirdly,the cooperation mechanism can not meet the needs of investigation and strike,which leads to the difficulty of investigation cooperation;finally,due to the complexity of the involved personnel,traffickers The strong anti investigation ability of poison elements makes it difficult to extend investigation.In view of the existing difficult problems,the public security organ should take the analysis of the specific characteristics of the current drug trafficking cases in the delivery channel as the basis,and formulate the targeted investigation countermeasures: first,by strengthening the drug control information sharing in the delivery channel,building the linkage platform between the drug-related police and enterprises in the delivery channel,and developing the reward methods for reporting drugrelated clues,so as to continuously expand the information access channels;second,bycomprehensively developing the information according to law Investigation and evidence collection,secret strength of physical construction delivery channel,full use of controlled delivery measures,to continuously promote the development of investigation and evidence collection;third,by increasing the command and coordination efforts of superior public security organs,establishing parallel communication and cooperation institutions,strengthening international drug law enforcement cooperation,to constantly improve the investigation and cooperation mechanism;fourth,by strengthening the whole chain of investigation and attack,innovation of information technology by means of investigation,we should control the position of delivery channels to continuously promote the extension of investigation process of drug trafficking cases through delivery channels.
