With the rapid development of China's market economy,the process of urbanization is accelerating,the size of cities is expanding rapidly,the population density of cities is continuously deepening,and urban management is becoming increasingly heavy.The public has higher expectations for governments.In the process of carrying out specific management work,the Urban Management Law Enforcement Bureau of District Y has gradually changed from an extensive and simple management model to a high-level and high-quality management model.Aiming at problems such as single performance evaluation subject and unclear division of administrative powers and responsibilities in the process of administrative system reform in the urban management department of District Y.Guided by the scientific theory of balanced scorecard,the causes are analyzed from multiple dimensions such as the design structure of performance indicators,the standardization of administrative management system,and the quality requirements of law enforcement personnel,and countermeasures are proposed in a targeted manner.In order to ensure the effective application of the balanced scorecard in the performance management field of the urban management law enforcement department of the Y district,the performance management system must be optimized and improved.Starting from the actual situation of the Urban Management Law Enforcement Bureau of District Y.Through the analysis of the existing performance management problems of the Urban Management Law Enforcement Bureau of District Y,it is concluded that the original performance management system must be improved from four aspects: optimizing design indicators,broadening public participation channels,improving management systems,and enhancing the professional ability of law enforcement.The performance of the urban management law enforcement department can be truly improved and improved.All in all,introducing the balanced scorecard into performance management will scientifically innovate the traditional management model and form a more efficient and reliable performance management mechanism.While significantly improving the level of government performance management,it will also enhance the unity of development goals and specific work.The formation and application of scientific performance management theory and system will innovate the traditional performance managementmodel of urban management law enforcement departments and adapt to the actual needs of urban management law enforcement in the new era.At the same time,it can also help urban management law enforcement departments to establish a set of work requirements Performance management system.This article is divided into four parts.In the introduction,it mainly introduces and explains the background of the topic selection and the current research status;n the first chapter,the specific connotation of related concepts such as balanced scorecard and performance are defined,and then the specific dimensions of the balanced scorecard theory are used as the starting point to analyze from the perspectives of finance,customers,internal processes,and learning growth.Discuss,and use this as a basis to reveal the important role of balanced scorecard as a theoretical model in government performance management;The second chapter starts from the theory of the balanced scorecard and analyzes in depth the problems in the performance management of the Urban Management and Law Enforcement Bureau of Y District through the interview method,including index structure,public participation,the division of Powers and responsibilities of the Urban Management and Law Enforcement Bureau,and the quality of law enforcement personnel;The third chapter analyzes the problems and reasons of the performance management of the Urban Management and Law Enforcement Bureau of the Y District in view of the above-mentioned major problems,grasps the essence of the problem from the management concept,and summarizes and finds solutions from a practical level;Chapter 4 focuses on the reasons for the problems in Chapter 3.From the design of indicators,widening channels,improving the system,improving quality,etc.,it focuses on solving the performance management problems of the Urban Management and Law Enforcement Bureau in District Y.
