Along with the coming of knowledge economic era and the further development of globalization, the enterprises have to face rapidly changed environment and fierce competition. It is very important to the successfulness of the enterprises to establish a system to evaluate the enterprise performance and the strategic execution timely and accurately. The IT market of China has seen great changes in the past ten years. Monopoly has been replaced by competition. Following this trend, CNC, JiLin City Branch took great steps to the community reformation and set up the Community Management Center. In this new organizational structure an effective performance management system is needed. As an effective tool of management, the Balanced Scorecard had been widely applied in the evaluation of the enterprise performance. In this article we will use this technique to develop a new performance management system. This article contains four chapters. Chapter 1 describes the background of the topic selection and the significant role of the performance. In this chapter we analyze the character of the knowledge economic era. The society is based on the creation, circulation, distribution and application of the knowledge, science and information. At the same time, the demand of the customers is variable, the technology innovation is accelerated, the life-range of products is greatly shortened, and the market competition is pricking up. In a nutshell, the enterprises are facing more and more challenges and opportunities. In knowledge economic era, the performance management of an enterprise should not take the form of that of the industry economic era. Only in this way can an enterprise set up a new motivation mechanism. This motivation mechanism in turn will inspire the enthusiasm and creativity of the employees which is the base of the durative development of any modern enterprise. As the heart of the enterprise management, human resource management has been highly regarded in most modern enterprises. Performance management is the foundation stone of human resource management. The establishment of an effective performance management system is essential to the survival, development, and the obtaining of competition advantage of any enterprise. The importance of Performance management is that it breaks up the entire strategic objective of an enterprise and distributes them among every department and every single employee. It also manages, improves the performance of the employees. By the way described above, performance management can improve the productivity of the enterprise. Only by an effective performance management system can an enterprise obtain competition advantage. So we can say that the essential of enterprise management is performance management. Chapter 2 contains the principle and construction method of performance management system. Tow points of view are introduced and each is given a comment. We also describe the characters of employee performance which are multi-cause, dynamic and multidimensional. In this part of the article we introduce the model of employee performance and detailed analyze. We also make clear the concept of performance appraisal and performance. We also describe in detail the four steps of a scientific performance management system which are performance planning, performance implementation, performance appraisal and performance awarding. An effective performance management system should contain four subsystems which are objective subsystem, awarding subsystem, appraisal subsystem and improvement subsystem. We also show that the four subsystems are mutual-acting and mutual-influencing. Both of these can be found in the part of performance management system design. In chapter 3 we give the currently used community performance management system a deep survey and list its shortcomings. We will show that along with the changes in IT market the reformation of the CNC, JiLin City Branch is very important and necessary. We will describe the details of community management system and the organizational structure of communities. After these we will show the shortcomings of the performance management system. Chapter 4 deals with the procedure of using Balanced Scorecard and KPI to building a new performance management system. KPI is one of the mostly used tools in many modern enterprises.
