Application Of Crime Situational Prevention Theory In Community Police

How to move forward the work of crime control and carry out crime prevention in order to reduce the occurrence of crime is a key issue that the current public security organs need to pay attention to.Crime prevention system is an important part of modern policing system.The development of modern policing needs to highlight the pre-prevention and intellectualized means,and construct a prevention system with the triple objectives of reducing trigger intention to correct offenders and strengthening judicial effect.At present,some parts of the country have begun to build this community policing system based on the concept of prevention,and achieved good initial results.However,due to the relatively late practice of situational prevention theory in China,the practical experience of applying it to community policing is relatively limited,and there are still some problems such as low efficiency and weak effect in the process of practice.Based on this,this paper takes Yancheng as an example to study the application of crime situation prevention theory in community policing,so as to provide an effective reference for community crime prevention and the construction of community policing system.Firstly,crime situation prevention is a specific prevention strategy based on the situation.The key is to grasp the specific crime situation.From a theoretical point of view,crime situational prevention has many theoretical supports,such as rational choice theory,social control theory and environmental crime theory.The application of these theories does not differ from national boundaries,but only from specific situations.Based on the basic characteristics of "small and complete" community in China,the application of situational crime prevention theory in community policing can help to correct the deficiencies of traditional crime punishment theory in prevention.It is necessary and feasible to introduce this theory in the context of the current high incidence of community crime in China.Secondly,Yancheng has achieved good results in reducing the stock of crime and curbing the increase of crime since the construction of community policing system based on crime situation prevention in 2015.At the same time,the social security situation in Yancheng City has been greatly improved by strengthening the investigation of key areas and the supervision of key time periods.However,due to various reasons,there are still three major problems in Yancheng City: the contradiction between respect for personal privacy and access to information resources,the contradiction between excessive cost investment and poor preventive effect,the contradiction between active public security promotion and limited public response.These three problems fully expose that Yancheng is eager to pursue short-term benefits of community policing system construction while ignoring its long-term benefits.Finally,aiming at the three problems mentioned above,Yancheng should adjust the promotion plan of applying situational prevention theory to community policing in time.Specifically speaking: first,we should fully respect the privacy of the people while building an efficient police system,ensure the appropriateness of information acquisition,and protect the legitimate rights and interests of the people involved in information disclosure;second,we should allocate police resources in a distributed and focused manner,and conduct a key investigation according to the past crime time,place and characters of Yancheng City,so as to enhance community crime prevention.The third is to strengthen the participation of the masses in the process of building the community police system,and to enhance the participation and identity of the masses in community crime prevention.
