Silence is a common phenomenon in organizations.It refers to the fact that individuals in an organization could have put forward Suggestions and opinions based on their own experience and knowledge,and changed some aspects of the organization's work,but chose to retain,refine and filter their own opinions for various reasons.Previous studies on organizational silence most studies focused on the enterprise level,there are few topics to discuss from the perspective of public management organization silence,with comprehensive increase transparency in government affairs at the grass-roots level standardization standardization work,accelerate the construction of service government enhance the level of the enterprise for the convenience of accelerating,as the principal part of public sector administration of civil servants for has a dual identity of social management and social service,reduce the silence behavior of civil servants,to correct department organization for decision-making and implementation deviation,speed up the implementation of new ideas have important significance.By combing literature,several aspects of research: first around the concept of organizational silence,dimension,influence factors and the results of the study on civil servants organizational silence behavior respectively summarized the research status at home and abroad,in view of the civil servants to define the concept of organizational silence,and then build a humble leadership to silence mechanism analysis,the influence of the civil service organizations to explore the mediation effect of psychological security and power distance adjustment;At last,the data were collected by questionnaire method.SPSS software and AMOS software were used to test the reliability and validity of the collected data,and the research hypothesis proposed in this paper was tested by multilayer regression analysis.The results show that: humble leaders have a negative influence on civil servant organization silence;Psychological security plays an intermediary role in the influence of humble leaders on civil servants' organizational silence,that is,humble leaders influence civil servants' organizational silence through psychological security;The power distance positively moderates the relationship between the silence of the humble leader and the organization of civil servants,that is,the lower the power distance of civil servants,the stronger the inhibitory effect of the humble leader on the silence behavior of subordinate.This study also has a strong reference and guiding significance for the development and management of human resources in the public sector,provide relevant countermeasures about ow to reduce the silence behavior of civil servants organizations.
