In order to meet the challenges of the informatization, globalization and to promotethe development of the socialist market economy, the government speeds up the reformof administrative system-the construction of service-oriented government. In the reportof the18th party made it clear that build the administrative system of socialism withChinese characteristics, further promote the separate government functions fromenterprise management, the construction of functional science, structural optimization,honesty and high efficiency, people’s satisfaction of a service-oriented government.Organizational silence is a common phenomenon in the organization and in thegovernment also,we limit our conceptualization of organizational silence to situationswhere Civil Servants have relevant ideas, information, and opinions about non-ethicalbehaviors,organizational performance yet choose not to express these ideas because ofsome reasons.Civil servants organizational silence phenomenon affects the civilservant’s daily work efficiency, which can lead to civil servants to improve servicequality, then affects the management level of public administration and the constructionof a service-oriented government. This article will focuse on civil servantsorganizational silence phenomenon. But at the moment the study of internalmechanism of civil servants organizational silence and its influence factors of is little,that is why this article choose to civil servants organizational silence as the researchtarget.In this paper, first of all, we review a vast amount of the paternalistic leadership,psychological security and civil servants organizational silence. At the same time, basedon the research status at home and abroad and combined the situation of Chinese culture,we put forward the research hypothesis and empirical model:(1) the paternalisticleadership has a significant impact on civil servants organizational silence;(2) the paternalistic leadership has a significant impact on psychological sense of security;(3)the psychological security has a significant impact on civil servants organizationalsilence.(4) the psychological security is the intermediary between civil servantspaternalistic leadership and organizational silence. The four hypothesis want to interpretthe effects of Chinese paternalistic leadership on civil servants organizational silence.Then based on the discussion of the intrinsic relationship between these variables,we use the application of paternalistic leadership developed by previous scholars,making the questionary surveys to investigate the civil servant in southern Jiangsu,middle and north Jiangsu department of local government.Collecting368validquestionnaires and making the validity and regression analysis of the recovery data.Then, in this paper, the data analysis results show that:(1) the paternalisticleadership has influence on civil servants organizational silence: Benevolent leadershipand Moral leadership have significant negative effects on civil servants organizationalsilence; Authority leadership has a significant positive influence on civil servantsorganizational silence.(2) the paternalistic leadership has effect on psychologicalsense of security: Benevolence leadership and Moral leadership have significantpositive influences on psychological sense of security, while authority leadership has asignificant negative influence on psychological sense of security.(3) Psychologicalsecurity has significantly negative effects on civil servants organizational silence.(4)the psychological sense of security has partial intermediary effect between paternalisticleadership and civil servants organizational silence.Finally, the article discusses the theoretical significance and practical significancein this paper. Then from the angle of paternalistic leadership to promote suggestions toencourage civil servants not to keep quiet about the problems existing in theorganization.
