The report of the nineteen National Congress of the Communist Party of China focuses on deepening the cadre personnel system and building a high-quality professional cadre team.At the same time,it also points out that the main social contradictions in China have changed,and the main contradictions have been transformed into the contradictions between the people’s growing needs for a better life and the unbalanced and inadequate development.As the direct provider of public service,civil servants’ active working attitude and working effect can help people realize the pursuit of a better life.In addition,public service motivation,as the internal motivation of civil servants,can stimulate them to actively participate in public affairs and increase their administrative actions in government organizations.Therefore,theoretical research from the perspective of public service motivation has become the academic focus of improving the management of civil servants in government organizations.In the reality of government organizations,the phenomenon of silence and inaction of civil servants occurs from time to time.It is an important link for government organizations to build a high-quality cadre team to understand the reasons of silence and inaction of civil servants.There is a close relationship between individual’s behavior and their psychological state,and the level of perception of psychological contract and their personality traits of government organization civil servants will affect their attitude and behavior.Therefore,from the perspective of psychological contract,it is of great significance to explore the relationship between public service motivation of civil servants and organizational silence,and pull-in the personality characteristics of civil servants.Based on this,this paper takes all civil servants in an administrative system of A province as the research object,adopts the full sample sampling method to investigate,analyzes the relationship between public service motivation and organizational silence of civil servants from the perspective of psychological contract,and adds the internal and external control personality to analysis the relationship between variables,in this way to explore the relationship between the attitude and behavior of civil servants.Through the empirical data analysis,this paper gets the following conclusions:(1)The higher the public service motivation of civil servants,the less their silence behavior.(2)The higher the perceived level of psychological contract,the less the organizational silence behavior.(3)Psychological contract plays a part of the intermediary role in the influence of public service motivation on organizational silence.(4)Civil servants with external control personality traits will weaken the impact of public service motivation on organizational silence,while civil servants with internal control personality traits are just the opposite.Based on the conclusion of this paper,at the end of this paper,some suggestions are put forward to improve the overall level of civil servants,and the limitations of this study and further research direction for the construction of civil servants are analyzed.
