Research On Xi Jinping's Important Exposition Of Targeted Poverty Alleviation

In order to achieve the aim of implementing the “moderate prosperity” program in an all-round by 2020,and to solve the problem of poverty alleviation in all poor areas,Xi Jinping put forward “targeted poverty alleviation” based on inheriting and developing Marx's thoughts on poverty eradication,Mao Zedong's thoughts on common prosperity,Deng Xiaoping's thoughts on common prosperity and pre-richness,Jiang Zemin's thoughts on poverty alleviation and development and Hu Jintao's thoughts on scientific development of rural poverty reduction.Xi Jinping not only discussed the content of targeted poverty alleviation of “supporting who",“who will support”,“how to support” and “how to retreat”,but also proposed the goal of targeted poverty alleviation: stable solution to the problem of food and clothing for the rural poor;narrowing the gap in economic and social development in poor areas;Guarantee poverty-stricken counties and poor people to get rid of poverty under current standards;Important view on “targeted poverty alleviation” is an action guide for my country to implement a strategy to combat poverty,build a well-off society in an all-round way and improve and innovate poverty alleviation and development with Chinese characteristics;it is also an important part of the theory of socialism with Chinese characteristics in the new era.It is the theoretical foundation for China to continue exploring the socialist road,and has extremely important theoretical value and practical significance.As a typical representative of national poverty-stricken counties,X County,in a deep poverty region,which is one of the most difficult counties in the extremely poor and contiguous areas in Shanxi province,bearing many unfavorable production and living conditions.Since the 18 th National Congress of the Communist Party of China,under the guidance of General Secretary Xi Jinping's important view on targeted poverty alleviation,our country's national poverty governance system has been continuously adjusted and optimized with targeted poverty alleviation as the basic strategy.According to Xi Jinping's“targeted poverty alleviation” content in terms of “Who Supports”,X County has started to identify “poor people” in Shanxi Province based on the geographical advantages of each township,per capita income,and public services in 2014.On the basis of this,the “Eleven Not Enter” standard was formulated.In terms of “who will help”,X County insists that leaders bear the overall responsibility to ensure poverty alleviation.Poverty AlleviationHeadquarters of X County organized and coordinated the implementation of poverty alleviation projects throughout the county,established a three-level linkage responsibility system for counties,towns and villages,and formed a strong organizational guarantee.In terms of “how to help”,X County promoted the implementation of industrial poverty alleviation,implementation of relocation of immigrants,ecological construction poverty alleviation,infrastructure and public service poverty alleviation and other 11 items.In terms of “how to retreat”,X County Leading Group for Poverty Alleviation has formulated the“Implementation Plan for Poor Households and Poor Villages in X County to Withdraw from Work” based on actual conditions.After “Targeted Poverty Alleviation”,X County insisted on building the potato industry as the leading industry for poverty alleviation.In2019,X County became a provincial economic and technological development zone and became a new driving force for industrial transformation and economic and social construction.X County achieved the goals of 11,000 people in poverty alleviation and 26poverty-stricken villages in 2018.And it passed the acceptance of the Shanxi Provincial Leading Group Office of Poverty Alleviation,and successfully shaking off poverty as scheduled on April 8,2019.Targeted poverty alleviation work is carried out at the prefectural and municipal levels.The party committee and government mainly link up and down poverty alleviation and development work.They coordinate various tasks within the municipal area and supervise and inspect the work of the county government,focusing on the poverty alleviation in poverty counties.X County scientifically applied the practical experience formed by Xi Jinping's important view of targeted poverty alleviation to guide the development of poverty alleviation and practical work to achieve targeted poverty alleviation for the rural poor population,and provided a certain reference for other poverty-stricken counties in the country's concentrated contiguous and destitute areas to achieve poverty alleviation and shaking off poverty as scheduled in 2020.
