Private Tendering And Procurement Business Risk Control Studies Of Company C

The non-public bidding procurement of state-owned enterprises has played a certain role in streamlining bidding links,improving procurement efficiency and reducing procurement costs,but there are also some risks,which need to be prevented urgently.This paper analyzes the risks and problems existing in the procurement business of private bidding by using principal-agent theory,system theory and internal control theory,and finds that the deviation of purchasing plan and purchasing demand in the procurement process of C company's private bidding leads to the difficulties of late performance acceptance,irregular execution of purchasing decision,imperfect supplier selection and evaluation system,improper selection of purchasing methods,heavy purchasing acceptance and internal and external supervision,etc.The main reasons are:incomplete preparation of procurement plans,procurement decisions are not democratic,inadequate supplier selection and evaluation system,improper application of procurement methods,focus on procurement neglect acceptance,non-compatible position responsibilities are unclea,failure to punish violations in time.In view of these problems,the improvement countermeasures are as follows:(1)strengthening collective decision-making and budgetary execution on procurement matters,using information procurement efficiency by means of information technology;(2)perfecting the selection and evaluation system of suppliers;(3)standardizing the procurement methods and procedures of non-public bidding,construction of results-oriented procurement acceptance system;(4)forming a pattern of checks and balances between departments according to incompatible duties,and establishing a dynamic whole establish a dynamic whole process monitoring mechanism.
