Human rights are the qualifications of individuals who require others and social groups to take corresponding actions based on their natural and social attributes.The essence of human rights is to maintain the survival and development of individuals,and its core is to make certain requirements on society and other people.Since the survival and development of any person is always connected with society and others,the realization and protection of human rights are not only restricted by the historical conditions of society,but also by the influence of others.This means that human rights protection is not only a matter for each citizen in a particular country,but also the responsibility of the entire society,including the government.Among the subjects protecting human rights,the government is the most important subject.Obviously,governments in authoritarian societies cannot protect human rights,and only governments in democratic societies can assume responsibility for protecting human rights.While taking the rule of law as the main way to protect human rights,the government should protect human rights and fulfill corresponding moral responsibilities in accordance with certain moral principles.The reason why the government should bear the moral responsibility of human rights protection is that citizens are trustors while the government is the agent,and it should be committed to the ethicalvalue of maintaining a good social order,improving the credibility of the government and promoting the free and all-round development of human beings.Human rights protection of the government is not limited to the active restoration of human rights that have been violated,but more importantly,it can provide favorable conditions for the realization of human rights for all citizens in the country.In addition to substantive protection of citizens' human rights,the government should also assume the moral responsibility to protect human rights by establishing legislative,judicial,law enforcement and administrative procedures.To better fulfill the moral responsibilities of human rights in terms of substantive protection and procedural protection,the government should establish the principles of priority protection of sovereignty,fairness,tolerance and timely and effective principles.Besides,it should also improve human rights awareness education mechanisms,human rights exercise mechanisms,relevant monitoring mechanisms and responsible mechanisms,and then reasonably resolve the contradictions between human rights of different subjects(including protectors and protected persons)that may appear in the human rights protection,the contradiction between human rights content,and the contradiction between human rights protection and human rights restrictions.
