Economic sanctions refer to a punitive measure taken by the initiating State or an international organization against a State that undermines international obligations,treaties and agreements.Economic sanctions are one of the important foreign policy instruments of the United States.The legal basis for the imposition of economic sanctions by the United States includes both the basis of American domestic law and the legal basis from the relevant provisions of the United Nations.The direct cause of the economic sanctions imposed by the United States on Russia was the crisis in Crimea.The root cause of the U.S.economic sanctions against Russia is to maintain its global hegemony,including the geopolitical struggle between the United States and Russia,the battle for energy markets and the suppression of Russian economic development.The United States passed three bills in 2014 and 2017 in the process of economic sanctions against Russia.Among them,? Counteracting Russian Hostilities Act of 2017 ? is the most severe sanction bill against Russia that has been passed so far.Another bill under consideration was submitted in the first half of 2019.In the aftermath of the Crimean crisis,the economic sanctions imposed by the United States on Russia have been increasing,with the combined use of financial and trade sanctions covering areas such as finance,energy and defense and military industries.U.S.sanctions were initially effective.U.S.sanctions have led to a rapid economic decline in Russia,difficulties in national governance and a deterioration in Russia's relations with the United States and other Western countries.But since the sanctions began,Russia has taken positive measures to resist US sanctions,resulting in US sanctions againstRussia did not achieve the desired goal.It is mainly reflected in the gradual recovery of the Russian economy after a brief economic downturn;Political and social conditions remained relatively stable,although domestic governance was hampered;the eastward development of foreign policy plays an important role in helping Russia resist US sanctions.
