Research On The Synthetic Operation Mode From The Point Of View Of Collaborative Governance Of Quanzhou Public Security Bureau

At present,as an important department participating in social governance,how to adapt to the modern requirements of national governance ability and governance system in the new period,and how to fully perform the modern police function of defense control is an important task of current public security work.It is an inevitable choice for public security bureau to establish an intensive and efficient synthetic operation mode and form a coordinated governance pattern with the participation of multiple subjects such as public security police,government departments,social organizations and the people to adapt to the modern police reform and effectively crack down on illegal crimes.This paper takes the synthetic operation mode of public security bureau as the research object,analyzes the synthetic operation mode from the perspective of public management and the theory of collaborative governance.In this paper,literature research,field investigation,comparative analysis and other research methods are used.Taking Quanzhou Public Security Bureau of Fujian Province as an example,starting from the current situation of Quanzhou public security synthetic operation mode,the participants and their cooperative relationship,operation mechanism and characteristics are studied.It is found that in the process of practice,there are still some shortcomings in the synthetic operation mode,such as the weak synthetic operation ability of the participants,the unsmooth linkage of the functional departments,and the insufficient participation of the social forces.There are some defects in the operation process,such as the mutual prevarication of the departments,the decentralization of the data resources,and the confusion of the information feedback and acceptance.There are some problems in the supporting support,such as the shortage of professionals,the limited use of funds,and the lag ofthe platform construction.The causes of the problems are analyzed,mainly due to the weak sense of coordination among different police types,the insufficient attention of the units and the low enthusiasm of social cooperation;the division of departments,the existence of barriers to information resources,the lack of follow-up in supervision and evaluation;the long-term shortage of preparation and allocation,the insufficient investment in operation funds,and the lack of long-term planning for construction.Finally,combined with the experience and enlightenment of the synthetic operation mode of public security bureau in other cities and regions in China,this paper puts forward countermeasures and suggestions to optimize the synthetic operation mode of public security bureau from three aspects: enhancing the cooperative consciousness,improving the operation system,and strengthening the guarantee measures: strengthening the consciousness of subject,changing the concept of government and guiding the social linkage;improving the cooperative mechanism,integrating the deep resources,clarifying the performance of rewards and punishments;enriching the talent team,increasing the investment and upgrading the equipment technology.
