Research On Public Security Governance Issues Of Urban Community From Perspective Of Collaborative Governance

Our country is caught in a risky society with accumulating risks and frequent disasters at present.With the acceleration of process of industrialization,urbanization and informatization,the scale of the cities is growing,the number and density of urban population increase sharply,the structure of population has become diversified and complicated,the gap between the rich and the poor is widening;instable factors of society gradually expand,potential security risks are creeping up;social contradictions can easily induced,public emergencies are difficult to control.All of them create a serious threat to human health and property security,at the same time,they pose a great challenge to urban public security governance.As the cell of the city and the basic unit of social governance,the security of the community is not only related to the residents,but also closely linked with urban public security governance.Community security concerns the vital interests of every resident,safe community environment can provide strong support and guarantee for the community residents to learn,work,live,entertain and take other activities;meanwhile,as the important hand of urban development and construction,the situation of community security governance directly affects the effect of urban public security governance.At the present stage,there are many issues on public security governance of urban community,a good situation on multi-subject collaborative governance has not yet been formed,capacity of public security governance of urban community needs to be improved urgently.Based on this background,the thesis takes issues on public security governance of urban community as the research object,devoting to explore the path of public security governance of urban community.The thesis sorts out the related concept of public security governance of urban community,analyzes connotation and mechanism of collaborative governance theory,clarifies the integrating points between collaborative governance theory and public security governance of urban community,based on this,tries to construct a model of public security collaborative governance in urban community which takes multiple participation as cornerstone,puts formulating rules together as support and takes collaborative governance as the way.The article selects Jincheng N community as the case,analyzes issues on public security governance of urban community combining questionnaire survey and interview in depth,explores the causes of the issues and puts forward the path of public security governance of urban community from the following five aspects,clearing subjects' functional positioning of public security governance of urban community,building trust mechanism of public security governance of urban community,completing consultation and cooperation mechanism of public security governance of urban community,improving supervision and evaluation mechanism of public security governance of urban community and strengthening safeguard mechanism of public security governance of urban community.
