Research On The Public Security Elements Management Under The Synthetic Operation Police Mode

With the profound changes in the social structure and public security situation,the single police operations have been unable to adapt to the rapidly changing demands for social security management.Local public security organs have actively explored the reform of police mode,promoted the continuous transformation of police work from extensive to intensive form,and gradually established and improved the synthetic operation police mode.The synthetic operation police mode highlights the leading role of intelligence information,effectively integrates police classification,technologies and other resources,and plays a great role in the public security work by relying on a flat command system with integrated intelligence and command.With the development of the synthetic operation police mode,its functions have changed from simple to diversified,that is,from focusing on cases detection and emergency response to the multiple dimensions of social security fighting,defense,management and control.At the same time,the public security management mechanisms and countermeasures under the synthetic operation police mode was gradually explored by local public security organs in practices.Though some progress has been made,some problems remain.Three methods including document research,field investigation and comparative analysis were adopted by the paper for study.Firstly,related documents on domestic and foreign synthetic operation police mode and public security management were studied in this paper.A systematic summary of the research status was made.Then,the concept,practical form,operation mechanism and constituent elements of the synthetic operation police mode were comprehensively expounded,and the concepts and characteristics of the public security elements were analyzed.On the basis of the above,the necessity and advantages of carrying out the public security elements management under the synthetic operation police mode were expounded in this paper.The problems existing in the public security elements management under the synthetic operation police mode were analyzed from four aspects,namely,intelligence research and judgment,command and dispatch,operation mechanism and resource integration.Finally,in view of the existing problems,the general idea of strengthening the public security elements management under the synthetic operation police mode was put forward in this paper,that is,to improve the "intelligence,command and action" integrated operation mode of public security element management.Later,the specific implementation path was proposed according to the operational mode.
