Study On Government Guiding Mechanism Of Public Opinion In NIMBY Group Events

With the urbanization process in China, the urban development and community building have caused increasing group events, among which the group events caused by the NIMBY facilities construction are the most prominent. Meanwhile, in the New media era, with the development of information technology, public opinion is playing a more important role in group events than ever. From the NIMBY group events occurred recent years, the interaction between public opinion and event is increasingly enhanced, public opinion is showing a trend of evolution linkage with the event. Judging from the nature of public opinion, public opinion, as a product of the event, is the gather of public attitudes, views, opinions and demands, could have a double impact on group event itself. On the one hand, public opinion reflects people’s attitudes towards NIMBY decision, shows their wills and thoughts in part. Under proper guidance, it will not only reduce public stress, act as the "buffer" to the social pressure, but also provide references for decision-making in NIMBY facilities, enhance its scientificalness and increase public acceptance of the decision; on the other hand, if it is allowed to develop freely, public opinion may possibly turn irrational and breeds rumors, which will disturb people’s objective judgment on NIMBY facilities, causing social conflicts and group events, some would even force the government to give up the NIMBY decision, resulting in "multi-lose" situation. Therefore, the establishment of an universal effective mechanism for public opinion guiding in NIMBY group events will help the government governing NIMBY group events and promote urban construction.After summarizing the results of previous studies, inspired by the mechanism analysis method, taking the particularity of public opinion in NIMBY group events into consideration, this paper starts from the stage characteristics of public opinion, and draws on Life-cycle theory, use four stage partition mode to constructed the mechanism analysis model for public opinion of the NIMBY group events. Based on recent empirical material of the NIMBY group events, this paper analyzes the evolution mechanism of public opinion from the principle mechanism, the theory mechanism, process mechanism and operational mechanism, reveals the rules and logic of the formation stage, spread stage, change stage and attenuation stage of public opinion in NIMBY group events. With reasonable logical derivation, the paper shows the law and internal logic for guiding the public opinion in NIMBY group events. The final part of the paper shows from, constructed the guidance mechanism for public opinion in NIMBY group events.
