Research On The Behavior Of Private Enterprises Participating In PPP Projects And Strategies For Enhancing Participation

Originated in the West the PPP model was defined as the cooperation between the public sector and the private sector abroad.After the introduction of China,the scope of the "private sector" was expanded to include social capital such as state-owned enterprises.China's project pool has the largest number of enterprises participating in the social capital as well as the amount of physical resources in the warehousing projects.At first,the profit-seeking nature is exited in private enterprises.In addition,the government's willingness to cooperate with private enterprises is not strong and state-owned enterprises squeeze market share.All of these make the private enterprises which should be the main participants in the current PPP model present a low degree of participation in the development of the model.The standardized participation of private enterprises in the PPP model is of great significance to promote the government's transformation and transfer financial risks as well as improve the efficiency of public goods supply,and gradually implement the PPP model in the healthy development.Therefore,it is meaningful to reality that from the perspective of private enterprises this paper analyzes the factors that influence the participation behavior,and through the reduction of the participation process of private enterprises,it combs out the characteristics of private enterprises' participation behavior in the PPP project,and further puts forward the countermeasures and suggestions to enhance the participation of private enterprises.By clarifying the influencing factors of the participation behavior of private enterprises in the PPP project,the article further builds a model of private enterprise participation behavior in PPP project and validates the model with it summarizing the characteristics of private enterprise participation behavior.Accordingly,it puts forward the way to enhance the participation of private enterprises in the PPP project.First of all,interviews with government,private enterprises and SPV company staff who have been engaged in PPP projects for a long time are regarded as the first-hand data of qualitative research,and the factors influencing the participation behavior of private enterprises in PPP projects are condensed by grounded theory.Then,according to the theory of planned behavior and the qualitative research results of grounded theory,the paper establishes the model of private enterprises' participation behavior in PPP project,which includes "influencing factors(participation motivation,enterprise attitude perception,participation environment perception,enterprise capability perception and government behavior)-participation willingness-Participation Behavior-continuous participation willingness",and puts forward the hypothesis.Through the analysis of the above factors and participation behavior,the questionnaire and scale designed for this study are used to collect the decision-making data of private enterprises' participation behavior in PPP projects.The data analysis,processing,model and hypothesis verification are carried out through structural equation model.In the end,the characteristics of private enterprises' participation behavior in PPP projects are summarized.Based on the above model and empirical test results,supplemented by consumer behavior theory and rent theory,this paper discusses from two aspects of private enterprise participation dilemma and government choice behavior,and finally puts forward the path to improve private enterprise participation in PPP projects.The results of this study are of great significance to explore the influencing factors of private enterprises' participation in PPP projects and the characteristics of their participation and the way to improve their participation in PPP projects as well as to promote the sustainable and healthy development of PPP model in China.
