In China, anti-corruption education is a political persuasion activity organized by commissions for discipline inspection and government agencies at all levels for public officials to prove their concepts and the ability to clean politics.Independent education has an important political function for a long time, various institutions at all levels to carry out various forms of a planned anti-corruption education, and continue to explore the effect of improving education educational forms and methods. The intention to get involved in anti-corruption education from public servants is a critical link between inner attitudes and explicit behaviors. Given that the actual behaviors of public servants being involved in anti-corruption education is quite difficult to measure, studying the intention to participate is a feasible alternative. Based on the theory of planned behavior (TPB), adding behavior and organizational climate as the two variables, this paper has constructed a hypothetical model of being involved in anti-corruption education for public servants. According to the collected questionnaires from262public servants, the paper validates the proposed hypotheses with the use of the structural equation model. The results show that attitudes and the control perceived behaviors have a positive effect on the intention to be involved. Meanwhile, the former has the maximum direct utility and the latter has the highest overall utility. Subjective norms and organizational climate have no direct impact on the intention to be involved, but only indirect impact through the attitudes. On the one hand, past behaviors have a direct positive effect on the intention; and on the other hand, they play an indirect role in the intention through the control of perceived behaviors.it is concluded that different ages of public servants, different public service lives public servants, different levels public servants, different unit classes public servants are different on organizational climate, perceived past behavior, subjective norms, and perceived behavioral by independent samples T-test and ANOVA.The main contributions are as follows:(1)on the basis of anti-corruption education as well as combine the plan behavioral theory, the paper construct a complete empirical research model of involving in anti-corruption education from public servants.(2)introduce past behaviors and organizational climate",proving past behaviors have a direct positive effect on control perceived behaviors and attitude, meanwhile organizational climate have direct impact on attitude.(3)According to the study results make policy recommendations for the civil organizations that organize anti-corruption education.
