At present,the process of national reform and opening up has entered a critical and deep-watering period,and the task of comprehensively deepening reform will be more arduous.For this reason,the country has issued a series of development strategies,such as "the strategy of strengthening the country with talents" and "the strategy of innovative development",in which talents are the foundation of strengthening the country.There is no doubt that the implementation of the national strategy of strengthening the country with talents is to cultivate talents and increase the development of human resources.However,to strengthen the training of domestic talents needs a certain period and cost.In order to meet the needs of China's current economic and social development,to vigorously introduce all kinds of foreign talents in short supply,is obviously the theme of China's strategy of strengthening the country with talents.The first chapter of this paper mainly expounds the background and significance of the implementation of the strategy of strengthening the country with talents,and briefly put forward the main obstacles and solutions to the implementation of the strategy.The second chapter mainly expounds the basic system of international migration management,and analyzes that the international migration management is divided into three levels.The third level of international migration management is to introduce high-level international migration talents.The third chapter analyzes the feasibility of introducing high-level international migration talents by introducing the push-pull theory,labor market segmentation theory and migration network theory.The fourth chapter uses the literature analysis method to straighten out the development process and current situation of China's international migration management,focusing on the problems and deficiencies in China's international migration management,and the fifth chapter uses the comparative analysis method to analyze the advanced experience ofother developed economic entities in managing international migration talents,so as to provide a model and reference for China's migration management.The sixth chapter puts forward that China should combine its own national conditions and emphasize how to carry out institutional innovation of international migration management under the competition of national talent power.In particular,we should seize the opportunity of the establishment of the National Immigration administration,strengthen the top-level system design,enhance information sharing,and establish classified and detailed international immigration access System,and strengthen social integration and national recognition,achieving the goal of "attracting,retaining and using foreign highlevel talents".
