| As global economic growth enters a bottleneck period and international competition intensifies,the central and local governments are increasingly paying attention to high-level talents.The 20th CPC National Congress "promoting the rational distribution and coordinated development of talent regions" is an important exposition on the further implementation of the"people-oriented" and "people-oriented".How to better find the starting point,enhance talent competitiveness,and gather high-level talents has been a topic of concern for local governments.Compared to provincial and municipal governments,the talent of district level governments,especially high-level talents,is relatively scarce.Except for a few more developed administrative regions,the talent competitiveness of most district level governments is weak,and they face many practical difficulties in attracting talents.In addition to geographical and other environmental factors,talent policies are also an important factor affecting the effectiveness of high-level talent introduction work by district governments.Therefore,in the talent development strategy of the new era,district level governments must seek breakthroughs and key points in high-level talent introduction policies in order to not lag behind the development of the times.This article takes the high-level talent introduction policy in S district of J city as the research object,and systematically sorts out the high-level talent introduction policies formulated by S district of J city since 2018 through case analysis method,analyzing the policy execution and actual effects produced;Through the questionnaire survey method,the drawbacks and reasons for the problems in the implementation of high-level talent introduction policies in S district of J city were identified.At the same time,comparative research was conducted on high-level talent introduction policies in advanced areas such as Linchuan District of Fuzhou City,Longwen District of Zhangzhou City,and Laoshan District of Qingdao.From multiple perspectives such as policy investment and financing,public announcement and leadership,research and analysis were conducted,and suggestions were put forward to improve and enhance high-level talent policies in S District of J City,with the aim of exploring ways for district level governments to optimize the introduction of high-level talents,Provide policy references for district level governments with equal conditions.The improvement suggestions mainly include:improving organizational leadership and establishing a talent work bureau;Improve the policy system and enhance the attractiveness of talent attraction;Increase publicity efforts and innovate publicity methods;Establish a talent group and increase market-oriented talent attraction efforts. |
