Currently,a new round of industrial transformation in the world is reshaping the global innovation landscape and reshaping the global economic structure.The improvement of information technology level and the optimization of communication channels and means have led to a consensus on the importance of talent cognition and human resources.The role of talents,especially high-level talents,in regional development is highlighted,and the issue of talents is related to national development and the fate of the nation.Talent introduction,which was once a development strategy for developed countries,is increasingly valued and put into practice in developing countries and third world countries.The competition for talent introduction on a global scale is showing a diversified development trend.At the same time,as a populous and industrial country in a critical transition and important development stage,China’s competition for talent introduction is becoming increasingly fierce.Under the combined influence of this understanding and reality,talent introduction policies at the national and local levels have come one after another,which has a direct or indirect impact on regional development.In this context,this article takes Heyuan City as the research carrier and the implementation of the high-level talent introduction policy in Heyuan City as the research object.Empirical research methods are used,combined with relevant literature and research materials collected,to list and analyze policy content,investigate the implementation situation,and apply Smith’s policy execution process theory as the main theoretical basis of this article.The main focus is on policy content,execution institutions,target groups Analyze the implementation of high-level talent introduction policies in Heyuan City from four main dimensions,including environmental factors.On this basis,problems were identified,attribution was made,and reliable research results were obtained,proposing actionable solutions.At present,in the implementation process of the high-level talent introduction policy in Heyuan City,there are still problems such as a small number of high-level talent introduction,high potential loss rate,lack of incentives for potential talents,incomplete policy mechanisms,lack of close integration with its own characteristics and innovation,low efficiency of the execution agency’s workflow,and limitations in urban economic,political,and geographical environmental factors.The author uses the Smith policy execution process model to analyze the causes of the problems,and proposes targeted strategies such as "improving the top-level design of policies,improving policy execution mechanisms,enhancing the capabilities of executing agencies,transforming policy execution orientation,updating target group cognition,ensuring policy execution effectiveness,improving policy execution environment,and constructing policy execution ecology",providing reference for optimizing the implementation of high-level talent introduction policies,From the perspective of public management,provide scientific judgment and rational cognition for the goal of building a strong talent city in Heyuan City.
