Study On Two-way Transformation Of Military And Civilian Scientific And Technological Achievements From The Perspective Of Symbiosis Theory

Two-way transformation of military and civilian scientific and technological achievements is an inevitable trend of the coordinated development of military and civilian science and technology.It is an important starting point for accelerating the formation of the in-depth development pattern of military and civilian integration and building an integrated national strategic system and strategic capacity.It is also a fundamental requirement for implementing the innovation-driven development strategy.How to effectively promote the two-way transformation of military and civilian scientific and technological achievements and turn scientific and technological strength into social productive forces and military combat effectiveness has become a major theoretical and practical topic in China's scientific and technological development,economic transformation and national defense construction.Based on the basic theories and methods of economics and management,and drawing on the viewpoint and research framework of ecological symbiosis theory,this paper makes a comprehensive and analysis on the two-way transformation of military and civilian scientific and technological achievements from a new theoretical perspective.Firstly,the basic elements and principles of symbiosis are summarized,and the application value of symbiosis theory to the bidirectional transformation of military and civilian scientific and technological achievements in China is discussed according to the characteristics of bidirectional transformation of military and civilian scientific and technological achievements.Secondly,the symbiosis mechanism of the bidirectional transformation of military and civilian scientific and technological achievements was studied,the intrinsic motivation,basic conditions and evolutionary process of the military and civilian scientific and technological achievements were discussed,and a ladder model of the evolution of the military and civilian scientific and technological achievements was constructed,which laid a theoretical foundation for promoting the practical development of the military and civilian scientific and technological achievements.Thirdly,in order to clarify the practical development characteristics of the two-way transformation of military and civilian scientific and technological achievements,this paper summarizes and elaborates the practical mode of the two-way transformation of military and civilian scientific and technological achievements in detail from three perspectives,namely,the main body selection of military and civilian symbiosis,the network structure of military and civilian symbiosis,and the evolution of military and civilian symbiosis relations.The main selection modes of military and civilian symbiosis are self-promotion,intermediary bridging and government guiding.The network structure of military-civilian symbiosis has five modes: chain mode,resource mode,equality mode,dependency mode and virtual mode.The evolution and development of military and civilian symbiosis mainly includes four stages: kinship symbiosis,industry symbiosis,geographical symbiosis and network symbiosis.Furthermore,taking the "unmanned water surface movement platform" jointly developed by national defense university of science and technology and Sunbird Yacht Co.,Ltd as an example,the key factors for the smooth progress of the project are summarized from three aspects: source of symbiotic gravity,symbiotic development mode and symbiotic environment support,and the deficiencies and enlightenment in the cooperation are discussed.Finally,with a view to establishing military-civil integration of science and technology achievements transformation symbiosis ecosystem,in view of the current military and civilian scientific and technological achievements transformation in our country the problems existing in the practice,from the system and mechanism,interest distribution,the mediation system,financial support,guarantee system and put forward Suggestions,in order to provide reference for the practice of military and civilian scientific and technological achievements transformation in our country development and using for reference.
