It is an important measure made by the Party Central Committee,the State Council and the Central Military Commission to recruit college students with high cultural and high quality into the army.It is necessary to adapt to the modernization of national defense and army.It helps to improve the academic structure of our soldiers and enhance the comprehensive combat effectiveness of our troops.It is also an important mission of the national defense mobilization system.In response to the call of the State Council and the Central Military Commission,Hunan Province has formulated a series of preferential policies to encourage college students of the right age to join the army.Practice in the past decade shows that the implementation of preferential policies has indeed improved the level of recruiting work for college students in Hunan Province.It inspired the enthusiasm of college students to join the army.However,due to various reasons,there are some new problems and difficulties in the actual implementation of this policy at this stage,which affect the effective implementation of the policy.In this paper,Smith model,questionnaires,in-situ interviews and other methods to conduct in-depth investigation and analysis of the recruitment of college students in Hunan Province.On the basis of learning from the predecessors' recruitment work,I combine myself with the actual work of the unit.The policy itself,policy implementation agencies,target groups and willingness environment are analyzed in four aspects.It focuses on sorting out the problems and contradictions in the process of recruiting students.Find and analyze the deep-seated reasons for the conscription of college students and put forward corresponding countermeasures.In order to provide theoretical and practical reference for conscription of college students.In the course of the investigation,the students of the right age from several universities and colleges in Hunan Province were selected as the research objects.The questionnaires were distributed and the data were analyzed statistically.At the same time,we selected the staff of the three level conscription office in the provincial and urban areas and the staff of the Armed Forces Department as the interview subjects.Understand the objective situation and crux of the conscription process.Through the study,the author finds that the current conscription policy has low comprehensive benefits and is not suitable for attracting high-quality and highly educated college students.In the process of recruiting and executing departments,it is difficult to form resultant force and affect the effectiveness of recruitment.College students' desire for growth and progress is not adapted to the reemployment security of retired College students.It is difficult for them to join the army.The willingness environment is seriously affected by the adverse social trends,and the atmosphere of enlisting college students is not high.In this regard,the author puts forward countermeasures to strengthen and improve the conscription work of college students around the above four aspects.
