Strong army strong nation,as well,strong soldier strong army.The information warfare is a war of comprehensive national power,science and technology,advanced weapons and the most important is a war of high-quality informationization military personnel.There has been a lot of undergraduates recruited since 2009,which has improved the structure of the forces,better reflects the advantage of using high-tech equipment,meanwhile push forward the development of military construction.Enlisting recruits from undergraduates is an important decision of the Party Central Committee,the State Council and the Central Military Commission with the focus on the global strategy.With such times background,college students’ recruitment must have a new meaning and character.To do a good undergraduate conscription is the foundation engineering,source engineering,and hematopoietic engineering of strong army;it is also the difficult yet vital point of improving the military strength.The author tried to analyze the situation of undergraduate’s conscription in Henan Province,which is the largest province in China,by the methods of investigation,half structured interview,statistical analysis and participant observation etc.For seeking better theory and practice as a guide for college students’ recruitment,this article based on the factors of appealing policy,the collection mechanism,the army training management,and retired job security.By the result of the analysis,it is not difficult to conclude that there is a big inconsistency in the existing conscription mechanism and the mission of large-scale college students’ recruitment,in the recruitment policy and the requirement of appealing more outstanding college recruits,in the college soldiers training management and the expectation of the college students’ further development,also,there is no balance between retired job security policy and the continuing professional development planning of college students.To solve the problem,the article points out the effective measures for the improving college students conscription through the angles of the national level,local government,army,recruitment department and general colleges.Two practical model has been designed,named as college students’ army career development path model and college students draft match model.
