A Study On "Multi-domain Battle" From The Perspective Of The Third "Offset Strategy" Of The U.S. Armed Force

The US Department of Defense officially proposed the third "Offset Strategy" in 2014,aiming to gain military superiority by developing innovative "subversive"military technology,defense system,military organization,operational concepts to maintain the US military's global mobility and US hegemony status.The "Offset Strategy" is often considered to rely solely on "technical advantages" to achieve"offset" purposes.In fact,the transformation of military technology into military superiority requires the support of operational concepts.The concept of operation also guides technological innovation,military organization and the development direction and needs.The three points mutually stimulate and promote,in order to finally achieve strategic goals.In February 2017,the "Multi-Domain Battle" white paper was officially released,focusing on the future war environment.It aims to "offset" the adversary's A2/AD capability and win a possible outbreak of war through cross-domain integration of combat modes,and achieve political goals at last.In the "Multi-Domain Battle"against China,the intention to suppress and contain China is very obvious,or it will have an important impact on the Asia-Pacific pattern and the world military revolution.Comprehensive consideration of the third "Offset Strategy" and "Multi-Domain Battle"will help us to understand the essence of the US military strategy toward China and provide a new reference for the development and reform of our military.The paper is divided into four chapters according to the "policy track-theoretical analysis-realistic response".The first chapter is an introduction that mainly clarifies the origin of the problem,the research status at home and abroad,and possible innovations.The second chapter analyzes the development history,main content and characteristics of the third "Offset Strategy".The ultimate goal of the third "Offset Strategy" is to generate combat power that matches the future operational environment,and "Multi-Domain Battle" is to promote the realization of combat power generation.The third chapter mainly summarizes the main content of the "Multi-Domain Battle"theory,summarizes the characteristics of“Multi-Domain Battle",studies the generation logic and essential attributes of "Multi-Domain Battle",and elaborates on the specific steps and methods of implementing "Multi-Domain Battle" in three stages.The fourth chapter discusses the prospects and impacts of the "Multi-Domain Battle" and considers the countermeasures that China can take.
