A Study On U.S. Offset Strategy

"Offset strategy" originated in the Cold War era and is an important strategic tool for the United States to cope with the competition of great powers.It usually appears in the context of the blocked strategic expansion of the United States,which takes "asymmetric" as the main feature and emphasizes relying on "competitive advantage" to achieve strategic goals.This paper,organized from a Historical Reductionism perspective,fully absorbing a new methodology of Social System Theory,for the first time to introducing a new method of Policy Testing,on the basis of the Social Production Theory of Marxism,by means of formal logic,analyzes all offset strategies in the history of the American,especially put forward the "third offset" in 2014.The paper comprehensively and logically illustrates the formation process and internal mechanism of offset strategies,from the aspects such as purpose,principles and means clarifies the content and consideration of the strategies,finally combining with the current strategic environment evaluates the "third offset" on a multi-level and predicts the possibilities in the future.
