Research On The Conflict And Integration Of Real Estate Registration System In Songhua River Forest Area

China's real estate registration system is an important real right system established by the Property Law.However,due to the existing legal system conflicts,the interests of the game between departments and other constraints,the legislative work of unified registration has been progressing slowly.Therefore,until 2015,the state began to promote the implementation of the real estate registration system at the county level.Therefore,taking Songhua River forest area as a representative,this paper studies the conflict and integration of the real estate registration system in state-owned forest areas,which has important practical significance for promoting the implementation of the real estate registration system in state-owned forest areas.This study is mainly carried out from three aspects.The first part briefly describes the external environment and organizational form of real estate registration in Songhua River forest area,discusses the particularity of its game relationship by comparing with local counties and cities,summarizes and summarizes the specific problems faced by the construction of real estate registration system in Songhua River forest area,further reveals the deep system conflicts hidden behind the problems,and addresses these problems.The causes of the conflict are analyzed and elaborated one by one.In the second part,using the method of game analysis,the game interaction model between vertical and horizontal departments under the framework of organizational structure,the game relationship between different stakeholders in the process of institutional reform,and the evolutionary game mechanism in the process of cross-sectoral cooperation through real estate registration are elaborated respectively,and the game process is analyzed according to the actual situation of Songhua River forest region.The third part puts forward the countermeasures to solve the conflict of real estate registration system in Songhua River forest area,discusses the preliminary scheme of system integration in Songhua River forest area and carries out feasibility analysis.On this basis,it further puts forward the top-level design concept of real estate registration and transaction management system and the basic information data platform construction mode of comprehensiveexchange and sharing.This paper mainly uses the methods of literature research,expert discussion,comparative analysis at home and abroad and case analysis to analyze the current situation and common problems of China's real estate registration system,and uses game analysis to study the root causes of conflicts in the current real estate registration system.Taking the actual situation of real estate registration in Songhua River forest area as a case,this paper explores the effective countermeasures to solve the problem of system conflict,and then puts forward the solutions of system integration from the national level and the implementation level,laying a foundation for the implementation and promotion of the real estate registration system in Songhua River forest area.
