Since the "mass entrepreneurship and innovation",innovation and entrepreneurship have attracted the attention of all walks of life in the country.Under this social background,the group of college students has become the focus group of double innovation.Improving the level of innovation and entrepreneurship education in colleges and universities,and cultivating compound innovation and entrepreneurship talents with knowledge,qualities,and abilities have become the way and goal to achieve innovation and entrepreneurship.However,the development of double-innovation education is not only the work of colleges and universities,but also inseparable from the support and guidance of the government.Therefore,it is necessary to study and optimize the role of the government in the development of double-innovation education in universities.This paper conducts a lot of literature research,and based on the triple helix theory,new public management theory and public policy theory,establishes a multi-layer triple helix model in the development of innovation and entrepreneurship education: an internal combination of knowledge,ability,and quality.The spiral;the middle triple spiral with the integration of teachers,innovation and entrepreneurship courses,and practical platforms;the external triple spiral with universities,enterprises,and governments that are independent,cooperative,and jointly developed.On this basis,an ideal analysis framework for the role of government in double innovation education is constructed: first,the government assumes the identity of the top-level designer and plays a macro-leading role;second,the government acts as a coordinator and integrator,and serves as a resource The role of configuration;third,the government acts as a guide to monitor the identity of the service guarantee;fourth,the government acts as a propaganda advocate,playing a role in creating the environment.Based on the ideal framework of the role of the government,combined with the relevant status of innovation and entrepreneurship education in the current environment of Heilongjiang Province,we have established various measurement indicators of the role of the government in the development process of innovation and entrepreneurship education in Heilongjiang Province,and designed corresponding questionnaires for the measurementindicators,Conducted a questionnaire survey on college students who have participated and are preparing to participate in innovation and entrepreneurship education or innovation and entrepreneurship-related activities in Heilongjiang Province,and analyzed the results of the questionnaires recovered through statistical analysis and structural equation model analysis.In the process of double-education education development in various colleges and universities,the four roles of the government together form a dynamic interactive mechanism,and discover the problems in the status quo of the role of the government.The author gives suggestions on optimizing the role of the government in the development of Heilongjiang's double-education education in view of the existing problems: strengthen macro guidance,formulate supporting policies,and build relevant laws and regulations;rational resource allocation,optimize the construction of teachers' teams,expand funding sources and reasonable funds Investment distribution;improve service guarantee,set up a special management organization,set up a comprehensive dual-innovation platform,develop a dual-innovation education curriculum,improve the supervision and evaluation mechanism;strengthen the environment to create a suitable cultural atmosphere and healthy and orderly development of innovation and entrepreneurship education Market environment.
