Research On The Countermeasures Of Promoting "Innovation And Entrepreneurship" Of Xinjiang University Students Based On The Government's Leading Role

To promote the innovation strategy of "building an innovation oriented country" by enhancing the ability of national science and technology innovation is an important measure for China to actively adapt to the trend of economic development.As a place where academic research is relatively concentrated,colleges are the cradle of Cultivating Innovative Talents.The government carrying out innovation and entrepreneurship training for college students and encourage them to participate in the practice of innovation and entrepreneurship is not only the universal significance of innovation and entrepreneurship,but also the contribution to the improvement of the knowledge conversion rate of our country.Since the 2010 central work conference in Xinjiang put innovation and entrepreneurship as an important goal of government departments.In response to the appeal of the government to encourage youth innovation and entrepreneurship,Xinjiang will gradually cultivate and stimulate the position of College Students'innovation ability to put it more prominent,then conform to the trend of innovation.Therefore,this paper selects Xinjiang as a case to study,on the basis of field investigation to find out how to maximize the government's leading role in the process of innovation and entrepreneurship.This paper includes the following parts.The first chapter summarizes the current situation and development trend of College Students' innovation and entrepreneurship in China,reviews the domestic and foreign literature on innovation and entrepreneurship,and puts forward the research ideas and methods.The second chapter analyzes the dynamic factors of innovation and entrepreneurship and summarizes the three theoretical foundations of the supply and demand theory,the government function theory and the new public service theory.The third chapter focuses on the role and mechanism of government in the process of innovation and entrepreneurship.The fourth chapter introduces a series of policies and measures to promote the innovation and entrepreneurship of college students in Xinjiang.Based on the data analysis,summarizes the development bottleneck of the government to promote the innovation and entrepreneurship of college students by Spss19.0 software.The fifth chapter,on the basis of macro-control,suggested that the government should focus on improving the institutional and practice environment of innovation and entrepreneurship,and put forward a unique strategy of innovation and entrepreneurship for Xinjiang in the light of professional or ethnic differences.Comprehensively optimize the financing system under the guidance of the government,and provide institutional,strategic,service and environmental protection for innovation and entrepreneurship.The sixth chapter summarizes that the government should improve the efforts in the process of the overall construction of government guidance and market,promote the implementation of the working mechanism,explore a new path of technological innovation in Xinjiang and to promote public entrepreneurship in the new period.
