Research On The Problems And Countermeasures Of Local Government Guiding The Development Of Bio-pharmaceutical Industry

As a world-recognized "diamond" industry and sunrise industry,biomedicine industry is one of the most rapidly developing and promising emerging industries in the world today.The social and economic benefits are huge,and the governments of various countries are attaching increasing importance to its industrial development and giving great support to it.The biomedicine industry has received unprecedented attention.With the aging of the domestic population and the upgrading of consumption,the Chinese government has issued a series of industrial development policies to clarify the goal of building the biomedical industry into a pillar of the national economy by 2020,and the biomedical industry is in the ascendant.Yangzhou Han Jiang area after these years with the rapid development of biological medicine industry,the scale expands unceasingly,the output value,be Han Jiang district government identified as the key to promote one of the six major industries,the planning and construction of yangzhou only by biological science and technology,professional health services for the theme park,and step by step into the development of the critical moment.How to seize the development opportunity,the industry will be the most explosive,the most growth potential,the most innovative vitality of the emerging industry,has become the hanjiang district to accelerate the industrial transformation and upgrading,to promote the economic connotation of an important issue.Taking yangzhou Han Jiang area as the study area,the government to guide the development of biological medicine industry as the research object,on the basis of the new public service,government functions(economic)three basic theory and industrial policies,the integrated use of data analysis,comparative analysis and investigation analysis method,based on the analysis of Han Jiang area of biological medicine industry development present situation and existing problems,on the basis of trying to explore Han Jiang district government in the lead on the biological medicine industry development policies and problems.Research shows that,as one of the six industries in hanjiang district,the bio-pharmaceutical industry has developed rapidly and formed a certain scale through the guidance of supporting policies such as scientific government planning,introduction of supporting policies,optimization of business environment and establishment of service platform.However,in the process,it is also found that the government has insufficient policies to guide industrial development,the government is not happy to guide industrial transformation and upgrading,the government has insufficient impetus to guide enterprises to make independent innovation,and the government has little power to attract talents.Through comparative analysis and induction,it is found that there are mainly the following reasons: the measures taken by the government are not targeted strongly,the system is insufficient,the guidance is not enough,the support is not strong and so on.According to the above problems and cause analysis,this paper puts forward that the government should guide the development of industry.Second,we will improve the business environment and promote industrial cluster development.Third,to improve the service platform,enhance the ability of independent innovation;Fourth,the government and enterprises should cooperate with each other to strengthen the construction of talent team.Only by supplementing the short board of policies and improving the service efficiency can the core competitiveness of the bio-pharmaceutical industry be enhanced and the development level of the bio-pharmaceutical industry of hanjiang district be enhanced.
