China's New Normal put forward new demands on the grassroots civil servants,the provisions of the Eight Rules of Political Bureau of the Central Committee the central six,six rules of forbidden polices,as well as the anti four rules,form a strong constraint on grassroots civil servants,administrative nonfeasance frequently crops up.In order to stimulate the enthusiasm of grass-roots civil servants,it has an important practicalsignificance to develop effective motivation mechanism within this context.In order to improve the enthusiasm and satisfaction of the grass-roots civil servants,the paper takes Hanjiang District Putian city as example,based on Maslow's hierarchy of needs theory,Berg Hertz's two-factor theory,V.H.Vroom's Expectancy Theory and Adams theory of justice,analysis of grass-roots civil servants incentive under the new normal challenge system framework of motivation system combing the grass-roots civil servants analysis of the results,through questionnaire investigation and analysis of satisfaction status of civil servants,to identify the causes of the grass-roots civil servants motivation mechanism satisfaction.Research shows that the main causes of the low satisfaction are the organization system is insufficient,the performance appraisal incentive effect is not obvious,the effect is not ideal,lack of training innovation,promotion incentive utility low.To solve the problem,put forward to develop the system of organization,improve the normal salary promotion mechanism,develop performance appraisal system,increase the work performance of the civil servants motivation,improve the training work system,create more fair promotion opportunities and improve the incentive mechanism of the grass-roots civil servants,improve the civil service motivation satisfaction policy recommendations,in order tooptimize the community sector to provide reference the motivation mechanism.
