Research On The Path Of Strengthening The Construction Of Rural Grass-roots Political Power Under The Background Of Rural Revitalization Strategy

As the cornerstone of the state power,the rural grassroots government is an important link to promote the smooth flow of national decrees and public opinion.It is also an important link to ensure that the national development strategy is implemented at the grassroots level.Both the Party Central Committee and the State Council attach great importance to the construction of rural grassroots political power.In 2017,the 19 th National Congress of the Communist Party of China proposed to implement the strategy of rural revitalization.All sectors of the society had a lively discussion on how to strengthen the construction of rural grassroots political power in the new era of rural revitalization strategies.They noted that there was a close relationship of mutual influence and restriction between the two.On the one hand,the rural grass-roots political power is the lowest level political power organization established by the state to govern the countryside,and it is an important force to drive the economic and social development of the rural areas.Its operation directly affects the control and influence of the state power on the countryside,as well as the reconstruction and revitalization of the countryside.On the other hand,the strategy of Rural Revitalization is the inheritance and development of a series of policies of the party for the work of "agriculture,rural areas and farmers".It plays an important role in consolidating the rural grass-roots political power,straightening out the changes in the relationship between urban and rural areas,coordinating the integrated development of urban and rural areas,promoting the development of township economy,and promoting the overall progress of rural undertakings.At present,with the continuous promotion of Rural Revitalization Strategy,the role and function of grass-roots political organizations in rural grass-roots society has undergone significant changes.Under this situation,how to optimize the power structure of rural grass-roots political power,how to define the functions of rural grass-roots political power,how to improve the management mechanism of grass-roots cadres and cadres,how to optimize the villagers' political participation ecology and other issues need us Keep exploring.This thesis takes P Township,X county,Xiangtan City,Hunan Province as an example,and makes an in-depth study on how to strengthen the construction of rural grass-roots political power under the background of Rural Revitalization Strategy.Specifically,this thesis starts with the basic concept and theoretical basis of the rural grass-roots political power construction under the background of the Rural Revitalization Strategy and the analysis of the new requirements of the rural grass-roots political power construction put forward by the Rural Revitalization Strategy.Based on the field investigation and data collection,this thesis expounds some achievements in the construction of P Township political power under the background of the strategy of Rural Revitalization,and analyzes the problems existing in the political power construction of P Township under the Current Rural Revitalization Strategy from the aspects of the imbalance of the power structure of the rural grass-roots political power,the insufficient supply capacity of the public goods and public services of the rural grass-roots political power,the weakening of the rural grass-roots cadres and the poor effect of the villagers' political participation.It also analyzes the causes of the above problems from the following aspects: the unreasonable division of the power of the grass-roots political power,the vague positioning of the grass-roots political power,the difficulty of financial supply,the imperfect management mechanism of the rural grass-roots cadres,and the imperfect ecology of the villagers' political participation.On this basis,this thesis explores effective ways to improve the construction of rural grass-roots political power in the context of rural revitalization strategies.The first is to build a system of power at the grassroots level with clear responsibilities and responsibilities,in order to provide strong political and organizational guarantee for the implementation of Rural Revitalization Strategy;the second is to strengthen the public service functions of rural grassroots governments and provide strong service guarantee for the implementation of rural revitalization strategies;the third is to improve the management mechanism of rural grassroots cadres and provide a strong talent guarantee for the implementation of the rural revitalization strategy;the fourth is to optimize the political participation of the villagers in the ecology,enhance the ability of the majority of farmers to participate in the construction of rural grassroots political power,and make farmers the actual beneficiaries of the rural revitalization strategy.
