Research On The Ways To Realize The Expression Of Public Opinion In The Formulation Of People's Livelihood Policy Of County Government In The New Era

The report of the 19 th National Congress of the Communist Party of China stated that "Insist on protecting and improving people's livelihood during development.Improving people's well-being is the fundamental goal of development.We must seek more benefits for people's livelihood and resolve their concerns." The formulation of the people's livelihood policy is an important measure to protect and improve people's livelihood,and if we want to formulate a scientific and effective people's livelihood policy,we must be inseparable from the broad expression of public opinion.Therefore,the expression of public opinion in the formulation of the people's livelihood policy has far-reaching influence on solving the main social contradictions in the new era.In order to enrich the political life of our citizens and protect the fundamental interests of the people,the government should actively guide citizens to participate in the process of formulating people's livelihood policies,continuously expand and unblock the channels of expression of public opinion,and respond positively and effectively people in the process of formulating people's livelihood policies.The county-level government,as the grass-roots government in the political system,is the place where the public opinion is most concentrated and plays a fundamental role in the public opinion expression of the entire society.Therefore,in combination with the background of the transformation of the main contradictions in China's new era society and the actual conditions of the county-level government's jurisdiction,we explore an effective way for the county-level government to absorb public opinion and formulate livelihood policies.The purpose is to strive to achieve the public opinion expression in the county-level government's livelihood policy formulation scientifically and orderly.In order to analyze and study the main problems of the expression of public opinion in the formulation of the people's livelihood policy of the county government in the new era,and the ways to improve the expression of public opinion in the formulation of people's livelihood policy,new era,county government's livelihood policy formulation,and the expression of public opinion in the formulation of the people's livelihood policy of the county government have been scientifically defined.At the same time,with the transformation of the economy and society and the transformation of the main social contradictions,the public opinion expressed in the formulation of the people's livelihood policy of the county government in the new eraalso exhibits new characteristics: the main body of interest expression is increasingly diversified,online public opinion has become a new way of expression,and the willingness to express public opinion has risen unprecedentedly.In addition,the important value of the expression of public opinion in the people 's livelihood policy formulation in the new era is repeatedly emphasized because the public expression and the people 's livelihood policy formulation are inherently logically connected and highly compatible: the resolution of the main social contradictions in the new era will inevitably call for formulating high-quality people's livelihood policies;making people's livelihood policies of county governments in the new era will inevitably require the strengthening of public opinion expression;the expression of public opinion should run through the whole process of county government's livelihood policy formulation.In order to better explore the ways of public opinion expression,this paper analyzes the status of the public opinion expression in the county government's livelihood policy formulation from "face" to "point".First,the progresses made by the county government in the expression of public opinion since the new era are discussed,and the practical dilemmas faced by the public opinion expression in the county government are elaborated from the level of expression subject and expression channel.In addition,the reasons for the existence of the dilemmas are discussed in depth from the economic,cultural and political levels.After analyzing the situation of the expression of public opinion in the formulation of county-level government's livelihood policies,this paper selects two typical cases related to people's livelihood,namely the Panyu District Waste Incineration Power Plant and the Shenmu County National Medical Policy,to discuss the issue more clearly.Finally,in view of the various obstacles in the expression of public opinion in the formulation of the people's livelihood policy of the county government,feasible suggestions are put forward from the institutional level,the citizen level,the government level and the social level.
