A Research Of Public Opinion Expression In Community Public Policy Making

Community is the smallest unit of social governance,and it is the basic place for the interaction of public power and the rights of residents' autonomy.The level of community governance is directly related to the happiness and social harmony and stability of urban residents.The formulation of public policy is an important measure of community governance.In this process,the expression of public opinion in the community is an important means to exercise the rights of residents' autonomy.Following public opinion,it is the prerequisite for the cornerstone and legitimacy of public policy formulation.With the entry into the new era of socialism with Chinese characteristics,the connotation and ways of community governance have also changed significantly.The nineteen major reports of the Communist Party of China put forward the idea of building a social governance pattern with shared governance and sharing,strengthening the construction of community governance system,pushing the focus of social governance down to the grassroots level,giving play to the role of social organizations,achieving the benign interaction between government regulation,social regulation and residents' autonomy.At the same time,the ways and characteristics of public opinion expression in public policy formulation have also changed significantly.The first is the expression of public opinion stakeholders more diversified way to the rise and development of new media makes the expression of public opinion is more diversified,the residents take the initiative to express interest demands will be more intense,social organizations play a role in the expression of public opinion more positive,more important.It is necessary to point out that there are still some shortcomings in the current community in the process of policy making.One is the dislocation of communication caused by information asymmetry,two is the lack of effective supervision mechanism,and the three is the lack of scientific evaluation system for the results of public opinion expression.Therefore,in the new period of community governance problems,the construction of community public policy mechanism for the expression of public opinion to develop effective,play a coordinating role in community organizations,to respond to the demands of the residents on the expression of public opinion from the concept of change,system construction,operation means at all levels to provide quality products,policy opinion for community managers,has important meaning.
