According to the development idea that separate the establishment and management,the pension agency model that government builds and private manages come into being.To cope with the rapid development of China’s aging process, to meet the social needs ofthe old-age service, and to make up for the government’s deficiencies that they hold thepower in the pension agency and adopt a high consumption of low-energy managementsystem. During the practice, this institution provides an opportunity to our country’s ageservice, meanwhile, its own drawbacks are constantly appearing.This study is based on a Social Welfare Center in city B which is the first privatepension institutions in this city. According to the observation, the occupancy rate in thisinstitution was only65.4%in the whole year. There are some problems in many aspectssuch as the government supervision and management system, the feasibility evaluationmechanism, low quality agency service, and the old people’s needs. All of these problemshad become the rejection about the developing of City B. On the other hand, if thoseproblems cannot be solved very well, they will be harmful for the popularization aboutprivate pension institutions in local.For the problems that the Social Welfare Center in B city, this study combines thecollaborative theory and proposes a development approach that government cooperatewith market and members of society. This way includes: making the governmentresponsibility clearly; transferring the unlimited liability government becomes limited;regulating the market and strengthen the sense of market’s responsibility, improvingservice quality; mobilizing members of the community to actively participate, make themarket demand clearly and play a supervisory role; expanding social organization, promote the establishment and development of multiple governance system. In addition,this research also analyse and summarize the challenges in the process of establishingcollaborative governance system. The government should strengthen institutional building,actively promote and enhance the enthusiasm of the people involved in governance; at thesame time, increase efforts to support social organizations. Society organizations shouldenhance their ability to provide better protection for the conduct services. Meanwhile, thedevelopment of public buildings should combine socialization and profession, make anobjective and impartial assessment with the establishment of a third-party monitoringmechanism.
