The Research On Coordination Mechanism Of Multiple Participants In Public Crisis Management

The human society’s history is one facing continuous crises and respondingcrises constantly. Social development is always accompanied by all kinds of frequentpublic crisis. Contemporary government is facing turbulent environment which isbecoming increasingly complex, and public crisis is showing the characteristics ofcomplexity and integration, all these require that government must have higher crisismanagement ability. In this context, public crisis and its response has become a hotspot which has achieved sustained high degree of attention. But so far, the traditional“management” thought has been throughout the theoretical research in this field andthe government’s emergency management practices, this causes that government hasbeen the only part of crisis management. However, due to the defects of thegovernment itself, government which is the single subject of crisis management playsvital roles but also highlights inevitable problems. Learn from advanced theory andexperience in foreign countries, it is imperative to build and implement a differentconceptual framework——public crisis management in China’s public crisismanagement or public emergency management theory and practice.This paper focused on one theme—the construction of multiple participationbody in public crisis management cooperation mechanism, and it was discussedprimarily. The first part of the article elaborated the concepts of public crisismanagement, multiple participation body and cooperation mechanism, and definedthe scope of multiple participants. The second part summarized the cooperation statusbetween each participating subject, and analyzed the reasons why these problemsexist. The third part proposed the construction of public crisis management multipleparticipation body cooperation mechanism, and in the light of the existing problems itput forward the countermeasures.
