An Analysis Of The Operating Mechanism Of The Private Old-age Care Institutions

The traditional old-age care mode in China is family supporting. However, with theeconomic growth, the family size is getting smaller as a result of the urban-rural integrationreform and the one-child policy’s implement. No matter in rural or urban areas, the old-agewelfare has become a big issue. As the original old-age welfare orgnizations, the state-runones can’t function well any more when facing such big challenges. And the state-run old-agewelfare organizations could only support those special groups, such as families ofrevolutionary martyrs, those lonely elderly people and the honor group. The governmentshould encourage the enterprises, social groups and individuals to found old-age welfareorganizations and make some innovation, providing them financial support and preferentialpolicies. Thus, first-rate service for the old can be obtained, which is helpful for building agood society where everyone respects the aged and takes good care of the children. In a word,the development of non-state run organizations could meet the needs for the old-age welfare.The civilian-run aged welfare organization is an important part of the old-age welfaresystem, it can push forward the development of this career, reduce the operation risk of thecivilian-run aged welfare organizations and improve the service quality. It is necessary tobuild modern, systematic non-state run old-age welfare organizations. Based on case study,this paper researches the typical non-state run old-age welfare organization—MZgerocomium, analyzing its existting problems of the operation mechanism and the reasons inorder to propose some advice and make the operation mechanism perfect.There the civilian-run organizations’ operation mechanism means structure, function andrelationship, which includes the composing factors of the mechanism, the function of thesefactors and the relationship of these factors. In brief, the mechanism is comprised of people,capital, materials and their relations. The proper operation of these three aspects makes goodoperation mechanism. This paper includes five parts: the first part is introduction—this partposes some research questions based on the background materials, sums up the formerresearches at home and abroad, makes clear the concept definition and find academic supports,then introduces the research method and innovative points.The second part studies the MZold-age welfare organization, summarizes its current situation and the characters of thenon-state run organizations; and according to the above research, the third part analyzes theoperation mechanism problems of the non-state organizations and the reasons. The fourthly section puts forward some advice to structure systematic operation mechanism for thenon-state organizations, which is the aim and meaning of this paper. And the fifth part isepilogue—to sum up the research background, aims and meanings, show thanks to those whohave provided help in investigation, and the limitations of this research.
