Research On The Difficulties And Countermeasures Of Collaborative Grassroots Governance Participated By Village-Level Chamber Of Commerce

Since the beginning of the new century,our country’s economic and social development has been in a transitional period,and contradictions have emerged in rural construction.How to innovate the system and mechanism and actively participate in grassroots governance with multiple forces has become an important issue before us.The Sixth Plenary Session of the19 th Central Committee of the Communist Party of China proposed that "the party should improve the urban and rural grassroots governance system that combines autonomy,rule of law and morality under the leadership of the party organization,promote the focus of social governance to move down to the grassroots level,and build a social governance of co-construction,co-governance and sharing.system,and build a community of social governance in which everyone is responsible,fulfilled,and enjoyed by everyone.” This idea puts forward the planning and development direction for the organization of chambers of commerce to participate in grass-roots governance.Therefore,grassroots governance needs to build a system of collaborative governance of multiple subjects,promote the harmonious coexistence of multiple subjects,and guide businessmen,related organizations and strata to fully express their demands,so as to stabilize the social order and maintain sustainable economic prosperous development.Chamber of Commerce can exert a strong influence among businessmen and enterprises,and mobilize their strength to participate in grassroots governance,which can greatly reduce social costs,build a new type of government-business relationship,promote the transformation and improvement of government efficiency,and achieve better grassroots governance energy efficiency.This paper takes the collaborative governance theory as the main theoretical basis,introduces the SFIC model as the theoretical research framework,takes the village-level chamber of commerce in Hengcun town as an analysis case,analyzes the mode and mechanism of the grass-roots governance participated by village-level chamber of commerce in Hengcun town based on the SFIC model,analyzes the current problems existing in grass-roots governance process and the reasons as well,and provides countermeasures and opinions which provides inspiration and reference for the grassroots chambers of commerce to better participate in grassroots governance.
