Research On The Current Situation,Problems And Countermeasures Of The Modular Reform Of Township Institutions

In recent years,the reform of Chinese government institutions aims to promote the modernization of the governance system and governance capacity,and constantly improve their own governance effectiveness and the satisfaction of the masses.As the most basic administrative unit,it is very necessary for township institutions to continuously deepen the reform.The modular reform of township institutions is a kind of reform plan which fits the reform direction of township institutions at present.This paper introduces the background and significance of the topic of the modular reform of township institutions,analyzes the research status of the modular reform of township institutions at home and abroad,and believes that the reform of government institutions needs to promote the transformation of government functions by restructuring government institutions,integrating staff,and clarifying the scope of responsibilities.The "modularization" reform of government institutions can make the government more adapt to the development of contemporary society and the law of market economy,simplify the overstaffed government institutions and cut the number of staff,effectively reduce the administrative cost,optimize the setting of government departments,integrate the strength of staff,and greatly improve the administrative efficiency.This paper explains the relevant concepts and theoretical basis of the modular reform of township institutions,and analyzes the six experiences of the reform of township institutions in China.This paper holds that the modular reform of township institutions is very urgent and important.The implementation of the modular reform of township institutions can greatly consolidate the construction of township political power,greatly improve the administrative efficiency of township institutions,reduce the burden of township cadres,and stimulate the vitality of township development.Through case study,this paper takes B town of Lishui City as a specific case for in-depth comparative analysis.Analyze the basic situation of town B,the composition of government personnel and institutional setting of town B.Taking town B as an example,this paper introduces the main measures of the modular reform of township institutions in detail,including rationalizing the functional allocation and scope of power and responsibility of township institutions,building functional modules,and clarifying the module leaders.This paper introduces the effect of modular reform,which makes the transformation of government functions faster and the party building more effective;the scope of power and responsibility is clear and the system construction is more perfect;the organization setting is reasonable and the personnel integration is more optimized;the management system is upgraded and the service ability is more perfect.At the same time,it also analyzes some problems existing in the modular reform of township institutions and the main reasons for the problems.The last part of this paper puts forward some countermeasures and suggestions,aiming at the problems mentioned above,in order to further improve the modularization reform of township institutions,we should continue to optimize the organizational structure of the modules,strengthen the system construction,standardize the operation of the modules,further sort out the responsibility boundary between the county-level departments and the township,improve the ability of the cadres,improve the personnel management and solve the financial difficulties of the township Leather.
