Entering into 21st century, with China's entering into WTO and the establishment of marketing of social economy and the policy of administration of a country by law, with the development of rural industrialization and urbanization, rural agricultural tax has been wholly cancelled, abundant peasant workers have entered into the cities to work, the society of our country has entered into the speedup transformation period, the distributive relations between Chinese peasants and nations shall be totally changed, the rural basic authority shall face a historical transformational pain. Administrative system reforms are being carried on in villages and towns in our country, focus is to transit government functions, in order to meet the rural economy social development need in social transition period, solves the problems existing in the rural governments such as Large agencies, bloated staff, regardless of party and government ,low efficiency, bureaucratic etc, and establish a code of conduct, coordinated operations, fair and transparent, clean and efficient township government, prompted the government by the versatile, control of the service, the rule of law changed. Township administrative system reform will focus on the transformation of government functions properly solve the problem, the key is rationalize the various relationships.In this paper, use of modern public management theory to explore social transition, China's township administrative system of operation rules, adopted on China's township administrative system and explore the history of the current status of China's township system for analysis and case-by-case analysis of foreign and township administrative system On the basis of experience, the author made his own township on the administrative reform measures.
