As a special economic function zone of our country,the high-tech industrial development zone has made tremendous contributions to the progress of the technological industry and economic development.The rapid development of high-tech industrial development zone is inseparable from its unique management system and management organization.In the process of construction and development,China's high-tech industrial development zones have formed a set of management mode-management committee mode,which is in line with China's national conditions and has Chinese characteristics.The mode of the management committee is dominated by the government,and the management committee is set up as the management organization of the high-tech industrial development zone,with the functions of promoting park construction and economic regulation as the main function,supplemented by social management and public services,adhering to the management concept of "simplification unification and efficiency",which plays an important role in the efficient and rapid development of the high-tech industrial development zone.The rapid development of the high-tech industrial development zone has increased its economic scale and jurisdiction,and it has developed from a single economic function zone to an integrated urban area.As the management organization of the high-tech industrial development zone,the high-tech industrial development zone management committee has its only economic management functions that are incapable of emerging new problems,and many social management functions need to be added.However,our country's laws do not yet have a unified standard for the legal status and main body type of the high-tech industrial development zone management committee.At the national level,no laws or administrative regulations have been issued to clearly regulate high-tech industrial development zones and their management committees.Since there is no national laws and regulations,local governments have made different regulations on the nature of the high-tech zone management committee.These have led to the lack of legal status of the administrative committee of the high-tech industrial development zone,it also brings a series of practical problems such as the expansion of management function,unclear responsibility and authority,confusion of organization and personnel,and lack of supervision and control mechanism.To solve the problems existing in the legal status of the high-tech industrial development zone management committee.The thesis takes "the development and functional positioning of high-tech industrial development zones-the functional positioning of the high-tech zone management committee" as the logical line,expounds and analyzes the background of the legal status of the high-tech industrial development zone management committee,and analyzes the background and development positioning of the high-tech industrial development zone.Corresponding analysis,I hope to further understand the changes and development needs of the management committee and explore the status of the management committee by analyzing the original intention and current state of the establishment of the high-tech industrial development zone and the standardization of the current legal system.The view of the paper is that positioning the high-tech industrial development zone management committee as a new type of dispatching agency is more in line with the logic of the high-tech industrial development zone's functional positioning and the high-tech zone management committee's functional positioning.It is further proposed that the management system of "integration of political districts" can be further explored in the future to meet the development needs of some mature high-tech industrial development zones in the new era.To clarify the legal statusof the high-tech industrial development zone management committee and to ascertain the type of its main administrative body will help to promote the administration of the high-tech industrial development zone management committee according to law and protect the legitimate rights and interests of administrative counterparts.
