| Since the American Science Park was born in 1951, the countries all over theworld have regarded running the hi-tech industrial development zone well as animportant measure to develop high technology, promote the transformation ofscientific and technical production and foster new industry. Hi-tech industrialdevelopment zone is an important mode of the industrialization of high-tech industry.It is supported by intelligence, regards developing the new technology and newproducts as the goal, promotes scientific research, education and production tocombine together, and promotes science and technology, society, economy to developin phase.The construction of the hi-tech industrial development zone needs theenvironment of legal support. This dissertation defines a series of relevant concepts atfirst, and then divides legal support into special regulation system and common lawsystem according to the different category of law system. After defining the object, itfocuses on the construction course of the hi-technology zone all over the world, andexplains the history and current situation of the legal support.This dissertation respects all aspects of the problem as the foothold and analysesthe necessity and achievements of the legal support, and then combines theachievements that developed countries or area have had, such as U.S.A., Japan,Taiwan and so on. It also analyses historical background, achievement and existingproblem of the legal support in our practice of constructing hi-technology zone.Finally, as the focal point and key content of full text, the dissertation proposesthat: we should accelerate the process of legal support, perfect the legislation ofhi-tech industrial development zone;structure the strategy of intellectual property,offer the overall law support;reform the tax law and use international experience forreference to perfect the financing, etc.
