All kinds of emergencies have always been accompanied by human production and life activities.Worldwide,catastrophic emergencies are showing the characteristics of frequent occurrence of a single type of disaster,concurrent occurrence of multiple types of disasters,intertwined proliferation,and increasingly complex effects.Natural disasters,accidents,social security events,and public health events,four major types of emergencies each year cause huge losses to China's economic and social development and people's lives and property safety.As we all know,emergency management is an important part of the national governance system,and it has developed into a complex systematic project.As an economically developed and densely populated eastern coastal province,Jiangsu faces severe challenges in emergency management,especially in dealing with the pressure of accidents and disasters.How to effectively use the new generation of information technology such as big data,consolidate the foundation of the province's emergency management,and establish a modernized emergency management system that is systematic,three-dimensional,intelligent and user-friendly is an urgent task for the development of emergency management in Jiangsu.In order to better promote the construction of the big data platform for emergency management in Jiangsu and the application of big data resources,a systematic study of the influencing factors of big data applications in emergency management is urgently needed to provide decision support and theoretical reference for practical development.Based on this background,it firstly discusses emergency management,big data applications,and theories related to interpretation structure model,and analyzes the research status of big data applications in emergency management at home and abroad.On the basis of summing up its development experience,the role of emergency management and big data is explained,and the concept and connotation of emergency management big data are introduced.Immediately after,the literature analysis method,expert interview method,and PEST analysis method were used to identify and screen out 20 influencing factors that have an important role in the development of emergency management big data from the big data application of the four phases of emergency management.Then,by constructing an interpretation structure model of the influencing factors,the hierarchical distribution and interaction relationship between the 20 influencing factors are explored,and the hierarchical levels of the influencing factors are visually presented in a graphical manner.Next,it uses MICMAC analysis to construct a driving force-dependency matrix,and clusters the influencing factors into categories to show the driving forces and dependencies of each influencing factor,and clarify the impact of each influencing factor on the development and application of big data for emergency management.Finally,it analyzes the necessity and feasibility of deep-level development and application of emergency management big data in Jiangsu Province,as well as problems in the current application situation.Based on the research results of this paper,it proposes to further promote the development and application of emergency management big data in Jiangsu Province,and puts forward management inspirations that drive the deep-seated changes in the emergency management informatization construction in Jiangsu Province.
