Comparison Of The Emergency Management Systems Of China And Russia And Research Into Their Influencing Factors

Nowadays, the strengthening of emergency management became an international topic, because there is an urgent need in strengthening emergency management in order to be able to quickly and efficiently respond to emergencies to efficiently protect people.The frequent occurrence of emergency situations has brought great loss of life and property to human society. Russia and China are the countries that suffer from all types of emergency situations more than anyone. Each country has formed emergency management system to respond to emergencies. Learning from each other’s successful experience is very meaningful, therefore, in this article we have chosen to make a systematic comparative analysis of the emergency management systems of China and Russia.Firstly, through a review of relevant literature, the concept of emergency management and emergency management system of the kind, analyzed, the course of development of the Chinese and Russian emergency management system. Secondly, the use of literature review and interviews with experts to collect the material of the existing emergency management system in China and Russia, including four aspects, which are:emergency management plan, emergency management system’s institutional and organizational structure, mechanisms of respond and their legal platform. Finally, through comparative analysis, summed up their own characteristics, shortcomings and differences of the emergency management system in China and Russia, and made research the impact of the emergency management system factors, especially for contrary to political, economic, cultural, religious factor, and analyzed the impact of the emergency management system.This work assessed the experience in emergency management system of the two countries through a comparative research of the emergency management system of China and Russia, proposed recommendations how to improve the emergency management system, there are numeral references and the guidance for improvement and construction of the emergency management system of the two countries.
