With the further development of social economy and the acceleration of urbanization in China,the speed and quantity of population flow have increased dramatically,which puts forward higher requirements for social security.Therefore,in recent years,the task of maintaining public order and social stability undertaken by public security organs has become increasingly critical.However,due to the double restrictions of government financial funds and the number of Government Civil servants,it is impossible for the public security forces to increase the number of existing personnel at will to meet the needs of social development.Therefore,it is an inevitable trend to use external forces to cope with the increasingly heavy public security tasks while maintaining the stability of the existing human resources structure of public security as far as possible.Under this background,the role of police assistant is rising.Obviously,the emergence of police assistants in a short period of time has greatly eased the workload and pressure of the existing security forces,and has played a very important role in maintaining social security and promoting social stability.However,with the continuous expansion of the police auxiliary staff,many drawbacks have gradually emerged.The serious lag of system follow-up has led to a relatively big problem in the current management of auxiliary police.Therefore,how to optimize the auxiliary police force and improve the standardization of law enforcement under the premise of maintaining social security with the help of the auxiliary police force has become an important issue of the current auxiliary police management.The drawbacks of the auxiliary police also appear in the management of the public security organs in Anqing.At the same time,the local actual situation in Anqing may further highlight the seriousness of the problem.Therefore,making good use of the auxiliary police force and strengthening the team management have become the key issues of Anqing public security organs and government organs.Based on the current situation of police assistant personnel management in Anqing,this paper analyses the problems of police assistant personnel team construction,and then puts forward targeted policy recommendations,aiming at providing policy enlightenment for the standardization of police assistant personnel management in Anqing.Specifically,this paper is divided into six chapters.The first chapter is the introduction,which mainly includes the research background,research purpose and significance,research content and methods,research innovation and shortcomings,and a brief introduction of the theoretical starting point,framework and context of the paper.Chapter two is a brief overview of the theory.It briefly combs the concepts and theories related to police assistants,including the concept,role and management of police assistants,and provides theoretical support for the subsequent realistic analysis.Chapter three introduces the current situation of the management of police assistants in Anqing,and understands the main contents,methods and systems of the current management of police assistants in Anqing,so as to provide realistic materials for the analysis of the problems.Chapter IV,based on the current situation of combing and summarizing,analyzed the problems of Anqing Police Assistant Personnel Management.The study found that in order to strengthen team management and standardize work flow,Anqing public security organs have issued a series of systems and guidelines,which have greatly promoted the management of auxiliary police.However,there are still many problems in the management.For example,the recruitment,training and assessment of assistant police officers are not standardized,the welfare security is low,the channels of supervision,rewards and punishments and promotion are blocked,and the social support and recognition of assistant police officers are low.For this reason,the fifth chapter of this paper puts forward policy recommendations,aiming at providing effective policy tools and processes for strengthening and standardizing the management of police auxiliary personnel in Anqing.This chapter discusses the management strategies of police assistants in Anqing from five aspects: process specification,welfare guarantee,supervision and promotion channels,social support system and legal mechanism.The conclusion is the summary of this paper.
