With the economic and social development situation in the public sector,especially the government demand for high-end talents is more and more obvious,government employees as a useful supplement of China's civil service system,to overcome the traditional bureaucracy general tendency of adaptability,become government departments by the development of human resources of economy and society.In recent years,the economic development zone in X deputy department and the following post trial system of government employees,aims at introducing talents,optimize personnel structure,in order to achieve the strategic goal of the open area of economic and social development.The performance evaluation as evaluation tools,X promoting economic and Technological Development Zone to achieve the strategic development goals.Through this study analysis of the status of implementation of zone government employee performance management theory,for the digestion by employees performance management of the district government,optimizing the performance management theory system,improve the government employee performance management recommendations,provide a theoretical reference.In this paper,the basic situation of the X Economic Development Zone,from the management system,operation mechanism,evaluation subject,evaluation content,incentive mechanism,analyzes the present situation of performance management of government employees,that economic development zone,the implementation of government employee performance management,X in promoting economic and Technological Development Zone to achieve strategic development goals,strengthen the government the overall quality of employees,to stimulate the vitality of solidarity officer,make government employees to fulfill their duties,to achieve department target management achievements.In the current X by the theory and practice of government employee performance management is facing multiple difficulties,mainly in(1)in the process of performance stage,existing government employee performance plan of fuzzy goal,process performance implementation process of monitoring the implementation of ineffective,indicators of performance appraisal process is not scientific,problem of performance feedback communication is not smooth;(2)in the performance stage,the existing incentive means backward,the incentive insufficient reinforcement and otheroutstanding issues.This paper from the government employee performance management concept,the level of institutionalization of performance management,government employees to participate effectively in the level are given.In order to improve the efficiency of performance management,puts forward some strategies:(1)to strengthen the performance management idea guidance;(2)the system of performance management system,mainly in the period of assessment,index system,system communication and feedback and application of results and other aspects of the establishment of the system;(3)the establishment of stakeholder participation mechanism.
