With the gradual increasing of the civil service, the civil service has become an important part of the national administrative organization, and the quality of the civil service itself will affect the efficiency of administrative work and the CCP’s image, so how to improve the management level of the civil service has become the important issue. It is necessary to strengthen the public service performance and improve the efficiency as well. Meanwhile continuous improvement of civil servants’working style and working ethic is very important to improve the image of the civil servants.This article discusses the purpose and significance at the beginning of the topic and explain how the concept of civil servants is defined. And review the performance of the current domestic and international civil servants. summarize the characteristics and regulations for the management of the civil services’performance. Then study on the case of the middle managing staff team from HED Economic Development Zone Management Committee, introduce it’s responsibilities and structure, and make it clear about the current situation of this middle management team, then find it’s problems, the use of questionnaires and analysis of middle managers on the current performance appraisal satisfaction and noted the current lack of middle management personnel for the performance appraisal exist. These deficiencies include:lack of awareness of performance management, performance management, lack of feedback, performance management incentive effect is not obvious, lack of monitoring and assessment of the complaint mechanism. Then in the full analysis of the management by objectives, key performance indicator-based assessment method, a360-degree assessment method, the advantages and disadvantages of the Balanced Scorecard on other methods to determine the360-degree performance appraisal method, the first clear performance appraisal Zone Management Committee middle managers objects and morality, ability, diligence, and achievements, inexpensive five main dimensions of the assessment, according to " Civil Law" in the regulations, detailed the performance index, and to determine the performance index for each indicator weight, and ultimately HED Economic Development Zone Management Committee middle managers to design a performance appraisal form. Finally, according to the performance plan-Performance Implementation-performance feedback and complaints-performance results developed application logic implementation steps Development Zone Management Committee middle management staff performance management system, the implementation process for possible problems, the development of relevant safeguards, including the concept of change security, training mechanisms to protect cultural construction guarantee.
