The Research On The Effective Supply For Urban Community Home-based Care Services

At present,our country has entered an aging society and the aging of the population is progressing rapidly.With the tendency of the increasing elderly population and the aggravated issue of old people living separately with their adult children(the empty nest phenomenon),the number of elderly who have lost their single-child,with semi-disability,and with disability increase progressively year by year,which poses a growing demand on elderly care.The current supply situation of elderly care has been confronted with severe challenges.Under the conditions in which the traditional function of family care is increasingly weakened,and the service ability of institution for old-age care is lagged behind,the service model of community home-based care for the aged is more and more advocated by the government and the academia.In general,the service of community home-based care for the aged has just started and is at its pilot demonstration stage.It is facing a myriad of problems and dilemmas in terms of excavating service sources,general operation and seeking capital.In order to meet the needs of the elderly for a better life and provide the elderly with the home-based care as required,it is essential to improve the effective supply of the home-based care for the elderly in China.Based on the analysis of the needs of the elderly for home-based care,this paper analyzes and probes into the pilot implementation of home-based care in Fuzhou and the present situation of pushing forward the construction of the synthesis of service for the aged from aspects of location decision,propaganda work,service content,professional level and funding source,also,combined with advanced experience drawing from home-based care in the United Kingdom and Japan and the practical experience of Shanghai as a pilot,this paper further brings up some effective suggestions and countermeasures on improving the effective supply of home-based care in urban communities in China,which is of practical significance to improve the living condition of the elderly,to promote the stable development of the social economy,and to construct a harmonious socialist society by providing reference for the continuous promotion and implementation of the home-based care for the elderly in our country.
