A Study On The Problems And Countermeasures Of Letters And Visits In Chicheng County

The system of letters and visits is an important system in our country and a basic institutional guarantee for the construction of socialism with Chinese characteristics.Since the reform and opening up,the national economy has continued to develop healthily,the living standards of the people have been continuously improved,and the contradiction between the growing demands of the masses and the insufficient governance at the grass-roots level has become increasingly prominent.Letters and visits have become an important way for governments at all levels to exchange information with petitioners,resolve disputes,safeguard the interests of the masses and protect the basic rights of the masses.This paper takes the problems existing in the letter and visit work in Chicheng County as the research object,under the guidance of the practical application of public management,and from the perspective of the choice of administrative acts of the government departments in the letter and visit work,first introduces the general situation of Chicheng County,the present situation of the letter and visit work in Chicheng County and the existing letter and visit work mechanism in Chicheng County,the receiving process of letters and visits in Chicheng County,the responsibility system of five packages and one letter and visit work,and the 1221 letter and visit work method.County level leaders letter and visit duty work system and so on.It is pointed out that the rule of person in the work of letters and visits in Chicheng County is greater than that in the rule of law,the phenomenon of whether letters and visits do not believe in the law,the serious loss of limited resources,the imbalance of responsibility investigation,the continuous loss of the credibility of the government,and the department in charge of letters and visits The door responsibility setting is not perfect and so on.Through the in-depth analysis of the existing problems,this paper points out the main reasons for the problems in the letter and visit work in Chicheng County: the defects of the letter and visit system lead to the dislocation of the letter and visit work;the lack of financial support leads to the difficulty of carrying out the letter and visit work;the weak concept of the rule of law leads to the letter and visit law;the imperfect working mechanism leads to the confusion of the letter and visit work;and the weak construction of the grass-roots organizations leads to the weak ability to resolve the contradiction between letters and visits.Finally,on the basis of full analysis and research,combined with the advanced experience of other regions and the actual situation of Chicheng County,this paper puts forward some countermeasures to perfect the system design,strengthen the judicial construction and establish more countermeasures.In addition,the scientific system and mechanism of letter and visit work and the strengthening of support for grass-roots organizations have been optimized and improved,which provides theoretical guidance and practical operation methods for the continuous optimization and improvement of letter and visit work in Chicheng County.
