Research On Countermeasures To Solve The Problem Of Basic-level Petition Work

As an important channel for the party and the government to contact the masses,the letter and visit play an important role in scientific and democratic decision-making,the protection of the legitimate rights and interests of citizens,and the maintenance of social stability.Since the reform and opening up,China's economy has transformed from the traditional planned economy to the modern market economy,especially in the last ten years.The rapid development of China's economy has led to the imbalance of regional development and the disharmony between urban and rural development,which has caused the problems of the gap between the rich and the poor,the intensification of interests and the increase of social contradictions..A large number of social contradictions have emerged in the form of letters and visits:the total number of letters and visits,the more prominent,the serious phenomenon of collective petitions,the poor quality of the case handling and the low efficiency of the processing of letters and visits.Under the new situation,it is of great theoretical and practical significance to explore and solve the problems of these letters and visits,to maintain the interests of the masses,to develop the social economy and to stabilize the overall situation of the society.Through the investigation and research,this paper analyzes the reasons for the problems of these letters and visits,and draws on the research results of the related letters and visits both at home and abroad,and puts forward the countermeasures and suggestions to solve the problems of these letters and visits.The paper is divided into the following parts:The first part mainly expounds the background and significance of the study,introduces the status of the research on the issue of letter and visit at home and abroad,and explains the main research contents,research methods,innovation and shortcomings of the research.The second part is mainly to explain the social conflict theory,political participation theory,rule of law theory and public governance theory,which are related to the grass-roots letter and visit,and define the related concepts of the letter and visit.In the third part,through analyzing and summarizing the data and cases of nearly ten letters and visits at the grass-roots level,the problems that plagued grass-roots letters and visits have been abstracted.The fourth part makes an in-depth analysis of the reasons for the problems that have plagued the grass-roots letter and visit work from four aspects:the environment of economic and social development,the environment of democracy and the rule of law,the working mechanism of letters and visits and the construction of a team of letters and visits.The fifth part is the summary and analysis of the relevant systems and experiences at home and abroad,which provides reference for solving the problems of grass-roots letters and visits.The sixth part puts forward the countermeasures and suggestions to promote the development of the livelihood of the people's livelihood,build a fair and just environment of the rule of law,establish and improve the working mechanism of the letter and visit,and strengthen the construction of the letter and visit team in four parts.
