Research On The Communication Effectiveness Between Grassroots Government And Farmer In Accurate Poverty Alleviation

"Accurate Poverty Alleviation" has gradually become a major anti-poverty strategy in the new period of our country since 2013.However,problems have always existed in the accurate poverty alleviation work of grass-roots government such as low participation of poor peasants,policy deformation and false poverty alleviation.These problems are producing many difficulties in getting rid of poverty and returning to poverty after poverty alleviation in some areas.This paper uses the methods of literature,field investigation and in-depth interview which systematically studies the communication effectiveness of the grass-roots government in the area of accurate poverty alleviation from the theoretical and empirical aspects.Grassroots government is a kind of task-oriented organization under the pressurized system in the accurate poverty alleviation,each poverty alleviation index is conveyed layer upon layer and pressure is transmitted layer upon layer.Under the power operation mode of the mutual embedding of the party and the government,the administrative task of the grass-roots government to help the accurate poverty alleviation has the obvious characteristic of "politicization".Realizing the goal of "getting rid of the real poverty" and "really getting rid of the poverty" has become a kind of rigid political task.In a specific sense,accurate poverty alleviation is a kind of communication work among peasants and grass-roots government and poverty alleviation workers.From the view of practical level,this sort of communication has the characteristics of empowerment,mobilization,precision and integration.In this Communication,grass-roots government and poverty alleviation workers' goal is to provide information on poverty alleviation effectively,activate the endogenous impetus for poverty alleviation,and strengthen the authority and leadership of the Party and the government.In the accurate poverty alleviation,the information poverty of peasants is a kind of structural information shortage,which overlaps with the poverty in economy,society,education and culture.So "helping the wisdom" and "supporting the will" become the key and difficult point of the communication of the poverty alleviation.In theory,the poverty alleviation communication work of the grass-roots government and the staff is a processwhich conveys information and knowledge of poverty alleviation from expert system or quasi-expert system to poor peasants.In practice,the methods of "edge breakthrough" and "example breakthrough" are used to change the cognitive schema of poor peasants,these modes can always achieve good communication results.During the face to face communication between poor farmers and the staff of poverty alleviation,farmers' attitudes can be divided into three main types: "active participation","compliance in front of the stage" and "avoidance-resistance".The influencing factors of attitude change are complicated and vary from person to person.Accurate persuasions and flexible communications can produce better results.Information asymmetry is an important factor that affects the communication effectiveness of grass-roots government in accurate poverty alleviation.The main performances are as follows,grass-roots cadres' "institutional lying","task-based" poverty alleviation and other forms of poverty alleviation information "suspended" and "elite capture".Pressurized system and administration structure are the main reasons which result in the information asymmetry.In order to solve this problem,governments at all levels have explored some effective ways in practical task.For example,relevant departments strengthen the disciplinary inspection of accurate poverty alleviation,petition and the rectification of the style of work in order to enhance the two-way flow of information in poverty alleviation.Government attach importance to the value of "procedural justice" in the accurate poverty alleviation in order to limit arbitrary rights.Meanwhile,these tasks can improve the rational and fairness of poverty alleviation decision and project execution.Government using small data and big data's monitoring to overcome fraud information,poverty alleviation work information feedback is not timely and other problems.The trust of poor peasants is an important factor which influencing the communication effectiveness of grass-roots government.However,compared with the Central Committee of the Party,the central government and the national strategy of accurate poverty alleviation,poor farmers have a low level of trust in the grass-roots government and the poverty alleviation staff.They seem to tend to adopt a kind of "strategic trust" to the poverty alleviation staff and the specific poverty alleviation project.In the practice of accurate poverty alleviation,grass-roots government and poverty alleviation workers can transmit the poverty alleviation vision to reduce the uncertainty of poverty alleviationprojects among poor farmers' perceptions by effectively,thereby enhancing the effect of persuasion and mobilization of poor farmers and encouraging them to participate in poverty alleviation projects to promote their communication effectiveness.In addition,through a variety of ways to establish "affectional tie" with poor farmers is an effective way for grass-roots government and poverty alleviation workers to gain trust from poor farmers.This study focuses on the "true dialogue" between grass-roots governments and poor farmers,emphasizing the establishment of good interaction and trust relationship through equal dialogue and sincere dialogue,empowering and empowering communication instead of power communication based on pressure from superiors and subordinates.This study tries to break away from precise poverty alleviation and explore the criteria for communication and dialogue between grass-roots governments and the masses in the new era at a broader level of grass-roots social governance.The mass line thought of the Communist Party of China contains a rich and profound concept of "dialogue",and the mass line thought of Mao Zedong,Deng Xiaoping and Xi Jinping,the leaders of several generations of the Party and the state,contains the viewpoint of deliberative democracy.The benign dialogue between the party and the masses,the government and the people can overcome to a certain extent the defects of the "political integration system" in the grass-roots social governance of our country;moreover,the construction of an equal,rational,sincere and exclusive dialogue of unequal power relations should be the ideal goal and working principle that the grass-roots government strives to achieve.
